Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context:

Violence in Rakhine State which began on 25 August 2017 has driven an estimated 621,000 Rohingya across the border into Cox’s Bazar, Bangladesh. The speed and scale of the influx has resulted in a critical humanitarian emergency. The people who have arrived in Bangladesh since 25 August came with very few possessions. They have used most their savings on transportation and constructing a shelter, often out of no more than bamboo and thin plastic. They are now reliant on humanitarian assistance for food, and other life-saving needs. Basic services that were available prior to the influx are under severe strain due to the massive increase in people in the area. In some of the sites that have spontaneously emerged, water and sanitation facilities are limited or of poor quality, with extremely high density raising the risks of an outbreak of disease. The Rohingya population in Cox’s Bazar is highly vulnerable, having fled conflict and experienced severe trauma, and now living in extremely difficult conditions. Population movements within Cox’s Bazar remain highly fluid, with increasing concentration in Ukhia, where the Government has allocated 3,000 acres for a new camp. People have begun arriving at the new, proposed site before infrastructure and services can be established. Crucially there is limited access to the site and no roads through this site; this is preventing the development of infrastructure including water and sanitation facilities.

In 2018, partners intend to assist approximately 1 million people, including refugees from before the recent influx and those that have arrived since August 25, 2017. The sector also intends to assist host communities most affected by the recent influx.

Refugees have built rudimentary makeshift shelters with materials purchased/gathered by themselves supplemented with emergency shelter items distributed by the sector partners. From November 2017, the sector has moved into a phase 2 response of shelter upgrades and Page 1 / 5there is a continuing need for non-food items (NFIs). Partners are shifting focus to upgrade activities and also looking at potential medium term solutions – core shelter or further upgrades. The primary responsibility of the coordinator is to support IOM to lead the Shelter/NFI Sector. The Sector Coordinator (hereinafter referred to as “the Coordinator”) will work under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Coordinator in Cox’s Bazar (CXB). It is expected that the Sector Coordinator will be stationed in CXB and visit field hubs as appropriate. In collaboration with other sectors, agencies and local and national authorities and in line with international principles, the Coordinator will undertake the following duties in collaboration with the co-coordinator (CARITAS):

Core Functions / Responsibilities:

• Ensure appropriate coordination with all relevant sector stakeholders including national and local authorities, non-government and civil society organizations, donors and representatives of affected populations and ensure that meetings are managed in line with the Principles of Partnership.

• Support the implementation of the sector strategy which establishes an overall framework for responding to refugee and host community needs across sectors. Support will also extend similarly to the effort to promote stronger joint programming.

• Ensure strategic decision making on shelter and NFI related interventions, taking into account numbers of refugees and affected communities, criticality of needs, accessibility of beneficiaries, cooperation of local authorities and availability and performance of local partners • Represent the Sector at the Inter-Sector Coordination Group (ISCG) and assist the ISCG team in establishing and maintaining appropriate inter-sector coordination mechanisms. • As may be appropriate, lead early warning, contingency planning and emergency preparedness efforts for the Sector and ensure adequate participation of relevant stakeholders in inter-sector preparedness activities.

• Prepare the sector core documents as defined by the Global Shelter guidance: strategy, technical standards, etc. These documents will be prepared with support and inputs from sector partners. Ensure common standards and tools among sector partners.

• Facilitate adequate reporting and information sharing, both within the sector and with other sectors through inter-sector coordination mechanisms as well as the 4W information (Who/What/When/Where).

• Advocate for the utilization of rights, participatory and community-based approaches in the planning and implementation of projects.

• Work closely with other sectors, including Protection, Site Management, WASH, Nutrition and Food Security, to coordinate a comprehensive assistance towards local integration and promote Page 2 / 5durable solutions

• Ensure that updated and relevant sector-specific information is included in general inter-sector reporting including common web platforms, situation reports and other reporting mechanisms. • Represent the sector and provide leadership and strategic direction in the assessment and prioritisation of project proposals for inclusion in the Humanitarian Response Plan and other inter-agency funding appeals.

• Ensure integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, planning, monitoring and response; contribute to the development of appropriate strategies to address these issues. The HCT has identified two themes to be incorporated throughout the humanitarian programme cycle: gender and protection.

• Perform any other responsibilities as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

•· At least ten years relevant experience in different international organizations (e.g. UN agencies, INGOs, IOs, Donors, Red Cross Red Crescent Movement). Work experience in Yemen and the region would be an advantage.

• Previous experience in complex humanitarian emergencies.

• Previous experience training on Sector Coordination (Shelter Sector Coordination training, CCCM training or Coordination and Leadership training).

• Applied knowledge in programme management, project formulation, its programme cycles and reporting standards.

• Previous exposure to sector approach, preferably both at the global policy level and with a field implementation approach.

• Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.

• Excellent leadership, coordination and information management skills.

• Excellent knowledge of the Humanitarian reform process and the role of the UN System, the Red Cross Red Crescent Movement, and the NGO humanitarian community in the Shelter/NFI Sector.

• Extensive knowledge of current humanitarian issues.

Page 3 / 5• Good knowledge of shelter technical guidelines and standards, including SPHERE. • Good knowledge of sector roles and responsibilities, methodologies, monitoring and advocacy.

• Demonstrated experience in understanding the position and needs of national partners, as well as building their capacity.  

• Capacity to travel to field locations and liaise with local authorities. • Good skills in using Microsoft Office software and other commonly used software Languages

Fluency in English required. Working knowledge in the languages spoken in the region is an advantage.
