The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. It consists of several, world-leading standby rosters, comprising more than 1000 highly qualified women and men. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action.
NORCAP rosters’ experts work with UN agencies, humanitarian organisations, development actors and national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.

NORCAP is currently seeking Education Specialists with extensive experience from Education in Emergencies and/or Cluster Coordination.

Job description

As a NORCAP roster member, the exact job description will vary with each assignment. The responsibilities of an Education Specialist may include:

• Establishing and maintaining appropriate humanitarian coordination mechanisms.
• Assessing the education needs in areas affected by an emergency.
• Leading the development, implementation, monitoring and reporting of an overall strategy of the Education in Emergencies (EiE) response, as well as area-specific response plans as necessary.
• Contributing to the work of the Education Cluster or Education in Emergencies Working Group at national and sub-national levels.
• Interact with other sectors, humanitarian and development actors, government counterparts and relevant authorities.
• Facilitating the transition from humanitarian assistance to longer-term development efforts.
• Building the EiE capacity of staff and government and non-government partners.
• Ensuring response plans and associated implementation arrangements take into account dimensions related to gender and equity.
• Providing technical inputs into the financial aspects of joint response plans, both in terms of costing and budgets and in terms of support to financial management mechanisms to be used during implementation.
• Assistance in the area of information management and monitoring and evaluation.

Qualifications

• Advanced university degree within a relevant field of study (education, social sciences, international development, humanitarian response or a related field).
• Minimum 7 years of professional humanitarian experience from the field of education (equivalent to the UN P4 level or higher).
• Technical experience and knowledge in the area of education in emergencies response is required, including coordination, capacity development, education planning, refugee/IDP education, monitoring and evaluation or information management.
• Knowledge of the humanitarian community, including donors, governments, the UN system and relevant international and regional organisations.
• Familiarity with the INEE Minimum Standards for Education: Preparedness, Response, Recovery, and the mechanisms and processes developed as part of the Humanitarian Reform.
• Experience interacting with government in humanitarian contexts.
• Strong written and oral communication skills in English. The ability to work in at least one other international language – French, Arabic or Spanish would be an asset.
