The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Afghanistan

The humanitarian situation in Afghanistan is worsening, protracted, and complex, and NRC is one of the leading humanitarian response agencies (particularly for Afghans who have felt forced to flee their homes due to conflict), maintaining a presence of 12 offices and over 1,000 staff around the country—notably in the country’s most troubled provinces.  NRC Afghanistan operates a diverse grants portfolio, which is set to grow commensurate with the mounting humanitarian needs over the next three years as per our 2018-2020 strategy.

 

About the position

With a strong focus on programme quality and support, the Head of Programme Support Unit will guide the development and continuous evolution of NRC Afghanistan’s grant portfolio and will be the PCM compliance/focal point. As delegated from the Head of Programme, the Head of Programme Support Unit will ensure a robust Monitoring and Evaluation system for the Country programme, and support management of partnerships and consortia. The More precisely will the responsibilities include:

  • Line management and staff development
  • Support in the development of a multi-year funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities
  • Accountable for compliance in relation to grant management and project cycle management processes, as delegated from Head of Programme
  • Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors
  • Responsible for quality control of donor applications and reports
  • Responsible for the management of consortia of which NRC is the lead agency, and in development of any consortia applications; line management of the consortia managers
  • Ensure a robust M&E system is in place, including an appropriate beneficiary feedback mechanism. Regular monitoring and data collections should be analysed and factored into future programme design and development
  • Ensure all programme staff are trained in NRC’s project cycle management
  • Compliance and adherence to NRC policies, guidance and procedures
  • Deputising for the Head of Programme 

 

Our ideal candidate

We are looking for a strong professional to enter our program team in Kabul with these competencies:

  • Minimum four years’ experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context
  • Experience of working on, coordinating or leading consortia or other forms of partnership implementation
  • Experience in M&E systems and approaches, and accountability mechanisms and frameworks
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s licence.

Commencement: January 2018
Contract period: 12 months
Salary/benefits: According to NRC’s international general directions
Duty station: The position will be based in Kabul, with 20% travel to other parts of the country. This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.

  • Due to the unstable security situation, recreational and social facilities are limited.
  • All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
  • Approved health certificate will be requested before contract start.
  • Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
