Officer, Program Development

The Program Development Officer is responsible for supporting the Program Development Manager in managing and guiding the Program Development Unit according to the Terms of Reference set forth by the Office of the ADG-GGP&I. He/she will support country offices in the scoping, designing and drafting of projects, for earmarked and core resource mobilization. The Program Development Officer will work closely with the Program Development Associate and with all divisions of GGGI.  He/she will report to the Program Development Manager.

Purpose

Support GGGI country representatives and other project originators in ideating, coordinating and drafting project proposals – including narratives, logframes and budgets -  that respond to GGGI, government and donors’ priorities, comply with donor standards, criteria and templates, and following the process of GGGI project cycle management

Engagement

  • In collaboration with the Country Representatives and Heads of Program, identify and produce quality concept notes and project proposals
  • Support Unit Manager and Country Representatives in coordinating technical inputs from different divisions across GGGI and comparative experience from other country offices
  • Facilitate project design and logframe sessions;
  • Liaise regularly with Partnership Unit to remain abreast of the GGGI partnership agenda and respond to requests for information
  • Work closely with the Strategy Unit to understand the demands of the Work Program and Budget process and support appropriate response from GGP&I Division

Delivery

  • Understands Work Program and Budget process and project cycle management and is able to organize his/her work to ensure that deliverables are provided in a timely manner
  • Advanced technical writing of strategy documents, project proposals and reports
  • Regular international travel to GGGI country offices

Qualifications

  • Minimum Master’s degree in international relations, development, organizational management, economics/finance/business, engineering or other area related to green growth
  • At least 5 years of relevant working experience with 1-2 years of international experience 
  • Good knowledge of the development donor landscape, and solid understanding of priorities of bilateral donors, multilateral donors, emerging donors, foundations and others. Experience working with liaising with donors and project partners
  • Proven track record writing successful funding proposals and bids in the area of sustainable development, green growth or climate change
  • Experience working with government counterparts from developing countries
  • Excellent communication, presentation, writing and editing skills
  • Experience working within a team to produce results under tight deadlines
  • Understanding of business processes and systems management in international organizations
  • Multi-cultural literacy and easily adaptable
  • Ability to seek and consider diverse ideas and approaches, build consensus and work as part of a team in a ‘one GGGI’ spirit
  • Strong oral and written English is essential - fluency in French, Spanish would be an advantage
