Background Information - Myanmar

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

Over 90% of UNOPS Myanmar’s expected delivery in 2017 will come from UNOPS’ fund management role of GFATM, LIFT, 3MDG and JPF. The first three of these programmes started as completely autonomous units in separate locations in Yangon. In 2013, they moved to the same premises and in the interest of cost savings and efficiency, agreed to establish a centralized support services unit to provide common services. While each programme was encouraged to take advantage of the common services in human resources, information and communication technology, safety and security, facility and transport administration, procurement and finance, they also continued to maintain their own internal structure and processes in grants and programme management.

As part of the strategic review of Myanmar Office, further improvements are sought throughout UNOPS Myanmar’s programmes and projects. In order to gain additional efficiencies as well as strive for excellence in provided services, UNOPS Myanmar is creating a Programme Management Unit (PMO) which will replace the current individual programme support units. 

The PMO will have a flat and decentralized structure to continue supporting the specific needs of the individual programmes, while fostering cross pollination of information and knowledge between programmes as well as the implementation of best practices across the programmes.

The Programme Analyst reports directly to the Oversight and Coordination Officer who provides direction and general supervision. Under the direct supervision and management of the Oversight and Coordination Officer, The Programme Analyst supports coordination and oversight activities over assigned Programmes as well as contributes to work on standardizing knowledge and application of UNOPS tools, systems, and processes.

Functional Responsibilities

1)     Audit and Oversight

  • Support coordination and tracking of all programme related audits including audits of Implementing Partners, FMO as well as other audits and verifications.
  • Maintain up to date monitoring system of audit recommendations and ineligible expenditure. Provide support in timely closure of audit observations.
  • Support regular reviews and spot checks of documentation, processes and financial information of programmes.
  • Support planning, coordination and tracking capacity assessment / risk assessment of Implementing Partners.
  • Support planning, coordination and tracking of capacity building activities of Implementing Partners.
  • Support coordination and tracking of programme delivery results for accurate and timely reporting to MMOC Director and Representative as well as Fund Directors.
  • Support coordination of yearly business planning process.
  • Support/ Coordinate Grants and project financial closure. Keep up to date tracker of all Closing Grants or/ and Projects.
  • Support any other corporate and donor compliance requirements.

2)     Coordination and Liaison

  • Support coordination and communication between various units within PMO and Programme teams as well other MMOC units to ensure efficient flow of information.
  • Keep up to date PMO files including relevant organograms and recruitment plans.
  • Build strong working relations with all units.
  • Support preparation of necessary documentation as may be required.

3)     Knowledge Management and Innovation

  • Support dissemination of latest changes and developments of UNOPS tools and processes.
  • Contribute to establishing MMOC as Centre of Excellence in Programme Management by promoting application of UNOPS’ standards in project/ programme management and grant management, encouraging consistent working practices, ensuring appropriate application of tools and processes.

4)     Others

  • Maintain up to date PMO risk and issue registers and escalate to supervisor any deviations.
  • Support establishment of document control procedures and ensure proper filing system across all programs.
  • Manage delivery of assigned work packages and take responsibility for progress.

Education/Experience/Language requirements

Education

  • Bachelor’s degree preferably in Business or Public Administration, Finance and Project Management or other related fields is required.   
  • Advanced university degree (Master’s or equivalent) in the above related field will be considered an asset.
  • Certification in PRINCE2® Foundation/Practitioner is an asset.

Work Experience

  • A minimum of 2 years of relevant and progressive professional experience, specifically in at least one of the following fields of Audit, Compliance, Project Management and Operations Management with focus on monitoring, reporting, development and coordination is required.
  • Experience and demonstrated knowledge of UN rules and procedures in Procurement, Finance, HR Management other tasks related to contract management of personnel and administrative rules and regulations will be an advantage.
  • Experience in the usage of computers and office software packages (MS Office 2010 and/or newer versions) is required.

Languages

  • Fluency in both written and spoken English and Myanmar is required.
