Iraq Program

ICMP is implementing an 18-month project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.


Position Background

The Monitoring and Evaluation/Reporting Officer is a new position and the successful candidate will be responsible for creating a comprehensive reporting, monitoring and evaluation structure for the Iraq programmes and its operations.  In close cooperation with the Grants Manger/Program Officer in HQ, he/she is to ensure the effective and efficient monitoring and evaluation of the program.

Reporting to the Head of Program, the Monitoring and Evaluation/Reporting Officer duties will include, but are not limited to the following:

  • Monitor and evaluate the Iraq program in line with donor requirements;
    • Manage data collection for performance indicators;
    • Design logical frameworks in accordance ICMP’s monitoring and evaluation strategy and donor requirements;
    • Draft statements of work for third party, independent evaluations;
    • Prepare inputs for performance reports and;
    • Monitor the implementation of program objectives and reporting on changes in indicators, activities and goals in a timely manner;
    • Ensure program adherence to budget.
  • Coordinate and produce timely and accurate reporting;
  • Prepare and provide input to communication and information sharing with EU, its member states and other donors;
  • Monitor and keep abreast of public policy, legislation and national practices in the European Union for the purpose of project design and implementation;
  • Support the Communication Officer in the preparation of information materials;
  • Ensure strict adherence to donor grant implementation guidelines, including grant visibility guidelines;
  • Contribute to the development of program strategy;
  • Assist the Head of Program in representing the organization with partners and various authorities;
  • Other related duties as assigned.

 

Qualifications/Requirements:

  • University degree in project management, political science, international development, public administration, public relations, business, social science or other relevant areas;
  • Minimum 6 years professional related experience in reporting, monitoring and evaluation working in an EU funded international organization;

 

Additional requirements:

  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel, Project and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness to travel and to work flexible hours including weekends and evenings, when necessary;
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner;
  • Physically and mentally robust with the ability to operate effectively in hostile environments.
