Background Information - Job-specific

UNOPS is assisting the Government of Curacao in its objective of adapting its management of infrastructures in a way that will be resilient to the different changes that the country will face in the coming future, from the effects of climate change to an economy that is less reliant on fossil fuels. The overall outcome should support decision makers in the allocation of resources in a strategic and optimized manner.

The Technical Assistance (TA) is providing support to the MTTUP on different areas related to technical aspects of the ministries portfolio, such as infrastructure planning, waste management, traffic, roads, spatial planning, as well as organizational aspects, ensuring that resilience principles are embedded in each activity.

The approach proposed by UNOPS includes activities that have been identified during the different scoping missions undertaken to date as well as the launch of the integrated assessment of the requirements related to the Ministry of Traffic, Transport and Urban Plan (MTTUP). This will lead to a holistic understanding of what is required on the short, medium and long term and what best strategy to use.

Functional Responsibilities

Under the guidance and supervision of the International Programme Manager (IPM), the National Project Coordinator (NPC) provides general planning, administrative and financial support to the project, ensuring high quality, accuracy and consistency of work. The National Project Coordinator promotes a client-oriented approach consistent with UNOPS rules and regulations.

The National Project Coordinator will perform the following tasks:

  • Ensure technical and administrative coordination of the projects
  • Ensure effective and proper coordination of all operations of the Projects in order to achieve objectives of the Projects
  • Actively work with the IPM in all phases of projects cycle, specifically in terms of formulation of project methodology, support quality development of project documents, following project and budget guidelines, work and financial plan, etc.
  • Participate in the preparation of bid documents to contract firms responsible for providing technical services (studies, design services, or technical supervision of works & construction if relevant etc.)
  • Provide partners/donors detailed reports of progress of projects or other documents on project status;
  • Coordinate information between clients, potential partners and donors (governmental and institutional);
  • Carrying out visits to various project sites;
  • Create repository of project documents, progress technical and financial reports, audit reports, assessment reports, closing reports, etc
  • Work with the IPC to establish measurable long/short term targets and monitor progress to measure performance.
  • Institutionalize knowledge sharing among colleagues and interacting with clients and partners.
  • Provide support to the IPM on supervision of national staff if necessary.
  • Provide advisory support to the IPM on Standard Operating Procedures (SOPs), templates and guidelines, and support documents from project formulation, project approval and project closure with focus on budget/finance related matters, costing, etc.
  • Set goals, objectives and milestones and monitor performance indicators and achievements.
  • Ensure that contracted services are rendered according to contractual agreements and as planned.
  • Provide support to tracking of project and ensure efficient project budget utilization
  • Monitor project expenditure and liaise closely with Finance to ensure all necessary budget functions are performed and funds are utilized in time
  • Support the recruitment, training, supervision, management and deployment of international and national personnel in liaison with HR at various levels to the project.
  • Undertaking other project support tasks as required by the IPM.
  • Coordinate all activities with the Central Caribbean Office in St-Lucia.
  • Coordinate information between different departments of the MTTUP as well as other Ministries and other governmental, institutional stakeholders;

Ensure that the project(s) produce(s) the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The National Project Coordinator is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case(s). Contribute to the overall business targets and needs.

Education/Experience/Language requirements

Education
  • Master’s Degree in Management, Engineering, Social Sciences, Environmental Sciences or relevant field.
  • A Bachelor’s degree in Management, Engineering, Social Sciences, Environmental Sciences or relevant field in combination with additional relevant years of experience may be accepted in lieu of master’s degree
Experience
  • 2-4 years (according to Degree level) progressively responsible experience in Project coordination, project development, financial monitoring and reporting.
  • Experience in Management and Communication is an asset
  • Knowledge of Sustainable Development, including Environment is an asset.
  • Knowledge of Civil Engineering, Infrastructure is an asset.     
  • Certified in project management methodology is an asset
  • Good computer literacy
Language
  • Excellent command of English 
  • Good command of Dutch is an asset
  • Good command of Papiamento is an asset




Contract type, level and duration

Contract type: LICA (Local Individual Contractor Agreement)
Contract level: LICA 9
Contract duration: 12 months with possibility of extension, subject to satisfactory performance and funding availability.

Regular / Monthly Contract: This contract is established in the form of regular monthly contract, i.e. a continuous service delivery is required during the contract period, with payments associated with the contract being made at the end of each calendar month.
