Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

Working within the Emergency Pool, the Emergency ADMIN/FIN/HR Coordinator is responsible for running emergency administrative, financial and staffing responses and to set up administrative and financial procedures to be followed during an emergency response operation.

Emergency ADMIN/FIN/HR Coordinator must guarantee financial transparency and optimized management of the financial resources of the interventions under its responsibility.

SPECIFIC OBJECTIVES

Start-up of emergency interventions

  • Collaboration in the definition of the intervention strategy from the administrative point of view (together with desk)
  • Contribute to the definition of the budgets of the concept notes and projects

Responsible for the implementation of HR policies in the mission

  • In cooperation with the HR Department and the emergency pool, understand and coordinate HR policies for interventions where ACF-E has no presence.
  • Supervise the implementation and monitoring of HR procedures through the field administrators in the interventions under their charge.

Coordination

  • Coordination with the other members of the Emergency Pool.
  • Participation in the design and development of proposals for Projects and Agreements.

Capitalization

  • Administrative capitalization of the relevant information on the emergency and the intervention developed.
  • Critical analysis of the intervention from the administrative point of view that includes recommendations and suggestions for future interventions.

Monitoring of the start-up of emergency interventions

  • Financial manager of the interventions under his charge, which are those carried out in missions without the presence of ACF-E.
  • Responsible for the administrative and budgetary management of the missions without the presence of ACF-E in the management of emergency projects at the financial level.

Monitoring, planning and optimization of the treasury

  • Realization of forecasts and control of payments and collections.
  • Realization of the orders of the transfers to the land for interventions in missions without the presence of ACF-E.

Disaster Preparedness and Response Plan

  • Definition of the legal framework of the disaster response plan in the countries pre-identified in the framework of the annual programming.
  • Analysis of local legislation in fiscal, labor and accounting matters.

Response Plan

  • Writing the budgets of the activity sheets and analyzing the lessons learned for the defined strategy.
  • Administrative consolidation of the positioning documents of the organization in the face of a crisis (conceptual note, budget ...)

Monitoring and maintenance of roster management tools (internal and external)

  • In collaboration with the Human Resources Department, update of roster databases, follow-up of personnel available for emergency interventions, training tools available to encourage the existence of a team quickly available to go to emergencies according to the management of each emergency driven by the pool.

Coordination with external actors

  • Participation in national, regional and international meetings with international humanitarian actors.
  • Meetings with administrative coordinators of other organizations.

CANDIDATE PROFILE

  • Management, Business Administration or equivalent and Human Resources training.
  • Knowledge of administrative and financial donor and AcH guidelines for emergencies.
  • Strong knowledge of human resources management in Humanitarian sector (recruitment and selection, staff management and payroll etc.)
  • Minimum 3 years of experience as administrator of emergency operations.
  • Minimum 2 years as human resources generalist;
  • Minimum 2 of experience in International NGOs (preferably at least 1 year in emergency context)
  • Good knowledge of surge capacity’s mechanism and /or roster system in humanitarian context
  • Knowledge of humanitarian principles.
  • Previous experience in Action Against Hunger is a plus.
  • Fluency English and French, Spanish is an asset.
  • Good knowledge of AGRESO and SAGA.
  • User knowledge MS Office (mainly Excel)
  • Experience in using different payroll software
  • Proven capacity to learn and use new IT tools
  • Mobility: depending on the missions up to 70% of the working time. Availability to travel with 24/48 hours’ notice.

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • One year contract
  • A competitive remuneration package (27.000 - 30.000 euro/ year gross salary) plus other attractive and specific benefits as part of the Emergency Team
  • The position based in Madrid with frequent displacements to field. When travelling to the field on a mission, transfer, accommodations, maintenance and per diem expenses are covered.
