Background:

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

The OSCE participating States review and discuss the application of their commitments in the human dimension of security at annual meetings called human dimension meetings. There are three types of meetings:

HUMAN DIMENSION IMPLEMENTATION MEETING (HDIM), organized by ODIHR in Warsaw, once a year, for two weeks.

SUPPLEMENTARY HUMAN DIMENSION MEETINGS (SHDMs), organized by the OSCE Chairmanship-in-Office (CiO) with assistance from ODIHR, in co-operation with other OSCE institutions and executive structures as appropriate.

HUMAN DIMENSION SEMINAR (HDS), organized by ODIHR in Warsaw under the guidance of the OSCE Chairmanship.

Every year, up to 2,000 people participate in these meetings and organize more than 100 side events.

ODIHR is also called on to provide assistance in organizing various other OSCE human dimension meetings and conferences. Extensive co-ordination is required on issues of substance, planning and organization between ODIHR and other OSCE executive structures, the Chairmanship and delegations.

Reporting to the First Deputy Director, the Human Dimensions Officer works to ensure the efficient and timely organization of these meetings, conferences and events.

Tasks and Responsibilities:

Under the supervision of the First Deputy Director, the incumbent performs the following key duties:

  • Co-ordinating the preparation of human dimension meetings and conferences within ODIHR and with the wider OSCE, including the Chairmanship and delegations;

  • Facilitating the involvement of experts and assisting meetings and conference participants in providing input into the discussions as appropriate;

  • Co-ordinating the preparation of meeting and conference reports and proposing appropriate follow-up activities relevant to the Departments/Programmes of ODIHR and other OSCE executive structures;

  • Performing other related duties as required.

Necessary qualifications

  • First level University degree in international relations, political sciences, history, public administration or another related field;

  • At least four years (full-time equivalent) of relevant professional experience of which at least three years gained at an international level;

  • Proven professional experience in the organization of large-scale international conferences;

  • Knowledge of the functioning of relevant national and international institutions;

  • Experience in non-governmental and/or international organizations;

  • Excellent oral and written communication skills in English;

  • Knowledge of Russian and other official OSCE languages is desirable.

Remuneration Package:

Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 4,000. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are made at step 1 of the applicable OSCE salary scale.
