Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.


Main Purpose

Reporting to the Programme Coordinator, the Publications Officer manages the Departments delivery of quality and timely publications and advises the Department management team and scientific / technical staff on publishing preparation issues. The Publications Officer provides guidance and support in the form of instruction or approved templates to external authors and also advises Scientific Secretaries on individual publications via performing assessments of manuscripts, recommending changes, identifying additional information required, and ensures draft publications are in full compliance with the Agency Style and standards before they are submitted for publication. The Publication Officer develops and routinely implements training on the publishing process (including the scope and work of the NE Department Documentation Coordination Team (DCT)) and requirements to NE Staff, in particular new staff, and in some cases external authors.


Role

The Publications Officer is\: (1) a specialist in the delivery of a range of publications in the nuclear energy field, providing continuous advice to management and technical staff on status and issues related to planned and in-progress publications; ; and (2) an advisor (both staff and external authors) of scientific/technical publications, providing support during the preparation of manuscripts and other relevant materials to be published. . (3) department representative serving as the Secretary of the Chair of the Department of Nuclear Energy’s DCT, as one of the Departments representatives on the IAEA Publications Committee (PC) and as the principal liaison between the Department of Nuclear Energy and the Publishing Section; (4) a focal point ensuring that publications are developed, reviewed and approved in the most efficient and effective manner in line with publishing policy and Agency standards, using a results based approach and consistent with Department priorities, and; 5) an analyst and implementer identifying, implementing or disseminating both strategic and tactical advice to optimise the time and Department resources necessary to produce publications.

- Evaluate documents prepared by internal and external authors and committees to ensure they meet Agency and Department requirements and coordinate internal and external reviews of documents
Analyse texts to detect and eliminate irrelevant or redundant material and obtain clarification on ambiguities, technical or other matters requiring further explanation
- Edit, revise and rewrite complex texts, including specialized and technical documents, to ensure accuracy, clarity, cohesion and conformity with editorial standards, policies and practices
- Provide information about specific aspects of publication editing or production for Scientific Secretaries, committee members, and authors to assist them in the preparation of manuscripts
- Provide information and presentations at conferences, large Technical Meetings, etc. to inform authors of publishing issues and available assistance in order to streamline the overall process and facilitate the creation of large proceedings or complex publications
- Proactively liaise with authors from Member States to foster improved draft/initial inputs
- Act as Secretary to the Chair of the Nuclear Energy Department’s DCT for the management of DCT related activities, such as the preparation, implementation and follow-up of DCT meetings
- Maintain the NE publication web site and a database of all planned and in-progress publications
- Improve the efficiency of the Department publication development process and reduce the time necessary to produce publications and develop and deliver training, coaching, communication and monitoring activities to ensure the sustainability of progress

Qualifications, Experience and Language skills

- Bachelor's Degree - University degree in Publishing, Business or Public Administration or an engineering related discipline.

- A minimum of five years of directly related, publishing or publication coordination experience.

- Experience in authoring and reviewing technical and scientific publications is an asset
- Experience in the preparation, submission and approval of scientific or technical manuscripts or advocacy materials in line with the relevant internal guidelines in a large, formal organization is an asset
- Experience leading counterparts and stakeholders, setting goals, roles and responsibilities and coordinating project team execution is an asset.
- Experience in coordinating the delivery of quality publications.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26948, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
