UNICEF’s Evaluation Office is looking for an experienced Evaluation Specialist to be based in New York Headquarters to support the increased work load under the new global evaluation plan. Supporting the Senior Evaluation Specialist (Institutional Effectiveness), the incumbent will have the main responsibility of conducting the background research work and quality assurance of 2-4 evaluations that will be implemented during the contract duration. The tentative list of the evaluation topics include: a) UNFPA/UNICEF Joint Global Programme to Accelerate Action to End Child Marriage Independent Mid-Term Review; b) Joint Evaluation of the UNICEF-UNFPA joint programme on FGM/C; and other evaluations in the institutional effectiveness portfolio.

How can you make a difference? 

  1. Provide technical support and backstopping concurrent support to 2-4 major evaluative exercises being led by the Senior Evaluation Specialist in the Evaluation Office:
  • Conduct background research to develop Terms of Reference.
  • Substantive support to evaluations contracted out to evaluation teams;
  • Apply professional standards in line with the UNEG Norms and Standards for Evaluation to the evaluations;
  • Support evaluation teams with tools, methodologies and analysis techniques;
  • Organize meetings, workshops and other discussion in order to establish a dialogue on evaluation findings, recommendations and lessons learned;
  • Ensure evaluation results, recommendations and lessons learned are packed in user-friendly formats and made available to different audiences using a variety of communication channels;


   2. Support innovation, knowledge management and capacity building.

  • Introduce and implement best and cutting edge practices on evaluation planning and management.
  • Disseminate best practices and lessons learned to maximize the use of evaluation results to support improved uptake from evaluations.

The Evaluation Specialist will perform other related duties and assignments as and when required.


To qualify as a champion for every child you will have…

  • An advanced university degree (Master’s) in a social science or related field
  • A minimum of five years of professional experience in evaluation is required.
  • Strong analytical, quantitative and qualitative skills.
  • Ability to express clearly and concisely ideas and concepts in written and oral for a and to prepare publishable documents.
  • Experience related to UNICEF’s mandate is an asset. Experience with UNICEF or any UN organization is a plus.
  • Knowledge of current development issues is required.
  • Previous work experience in a developing country and/or in a humanitarian context is an asset.
  • Strong communication skills; fluency in English is required. Knowledge of other official UN languages is an asset.
  • Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relations, both within and outside the organization.
