Purpose:

Plan International Jordan is seeking an experienced M&E, and reporting Officer. The M&E and reporting officer is responsible for developing and improving monitoring, evaluation, systems for Plan International Jordan country office (PIJO) for Takeda Project, in coordination. S/he will provide overall leadership on M&E for the Project implementation team and serve as a technical resource for staff and partners to ensure strong learning and knowledge sharing throughout the PIJO, and contribute to the design of new programming. He/ She will also be the focal point for reporting, following up with and supporting partners on their biannual reporting as well as coordinating drafting and consolidation of the monthly or/ and quarterly reports.

Location:

Will be based in Amman with frequent travel to Azraq refugee camp and other project locations; the MEAL Coordinator is responsible for collecting project and program data from the field according to the set M&E plans and processing the data collected into usable formats for analysis. The MEAL Coordinator will also facilitate implementation of the Accountability Framework, ensure that lessons learned are communicated to stakeholders, and assist with cross-sectoral coordination.

Rolls and Responsibilities:

· Establish a system to track collected data, following up with program staff to ensure timely collection of data for the Project .

· Oversee the data entry and analysis of data, and ensure that data is verified for accuracy and inconsistencies are addressed .

· Support in designing the baseline and end-line surveys, and supporting in developing TORs, training data collection teams, coordinating data entry and analysis, and support in writing reports

· Conduct field visits to the project to assist with data collection, verify proper use of monitoring tools, and facilitate more in-depth learning exercises with the beneficiary communities

· Designing reporting formats and review reports submitted

· Contribute to project reporting by consolidating data regarding progress toward project indicators .

· Represent the principles and work of Plan International to donors and other stakeholders when required.

· Support Project Manager to prepare timely program and donor reports (QR or/ and Annual reports) in compliance with internal PIJO requirements and any relevant external donor requirements.

· Develop the Monthly donor tracker report plan.

Technical capacity building

· Engages and works well with others outside the organization to build a better world for girls and all children

· Experience preparing M&E plans and reports

· Demonstrable track-record in data evaluation focused on programmatic learning, with highly developed research, analytical (qualitative and quantitative), documentation, report-writing and strategic planning skills.

· Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload.

Coordination and Communication:

· Work with Project teams to develop M&E plans and required tools, identify indicators and write logical frameworks for existing and new emergency programs and proposals

· Work with Project teams to coordinate the collection of data and organization of M&E activities, including training and orientating staff as required

· Provide technical assistance and capacity building to staff and partners in the implementation of M&E activities

· Facilitate, as necessary, lessons learned activities

· A University degree in Social Sciences, Development Studies, social administration, business administration , Engineering or other related discipline ,

  • Prior experience of working on M&E and reporting will be an asset.
  • Background knowledge in GBV ECCD, child & youth protection, education, child right, women empowerment is preferable ….
  • Good knowledge of field based monitoring and relationship building.
  • Excellent English language writing and speaking skills
  • Excellent Reports writing skills
  • Good communication, planning and organizational skills
  • Flexible work attitude and ability to work independently within a small team.

Requirements:

· A University degree in, Business administration, development studies, social work, social administration, or other related discipline.

  • More than 2 years prior experience of working on M&E and reporting.
  • Excellent English language writing and speaking skills, Excellent knowledge of Arabic mandatory
  • Excellent reports writing skills
  • Good communication, planning and organizational skills

· Excellent numerical and computer skill, particularly in MS Office applications

Physical Environment and Demands:

  • Typically office environment with frequent travel to the program areas
