The purpose of this assignment is to deliver web content mining and an analysis of all existing internal intranet sites and identify key themes as an input to our new Digital Workplace navigational structure. Duration of the contract is for an estimated period of 23 working days between December 11, 2017 and January 12, 2017.

The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

Purpose of the Assignment

We are seeking an experienced professional to deliver web content mining and an analysis of all existing internal intranet sites and identify key themes as an input to our new navigational structure.

Our Digital Workplace will be built on Microsoft’s SaaS Office 365, SharePoint Online and cloud-based services for collaboration. Existing Intranet sites run in a variety of platforms today. Using tools for the bottom-up web content and web structure mining and analysis of our existing sites, the consultant will identify key themes from all our existing intranet content. These themes will help inform our process to design a new global site navigation structure.

Deliverables

  • A detailed analysis of all existing UNICEF intranet content, from up to 500 sites/site collections on SharePoint Online, SharePoint on Premises 2013 and 2010 and Domino Servers using web content mining and (optionally) web structure mining tools and techniques [a comprehensive report]
  • Clustering of hierarchical themes presented in a branching structure with between 40-100 nodes [a graphical representation and summary document]
  • Suggestions for a conceptual navigation structure for this content [a recommendation report]
  • Other insights found from the data analysis [a recommendation report]
  • An executive summary [a presentation]
  • The deliverables must be provided to UNICEF no later than 12 January 2018. A detailed document, executive summary and 2-hour presentation are required.

Requirements

  • Proposal (and all deliverables) to be in fluent English
    • Outline your proposed approach
    • Identify the tools and method you will use to mine the intranet content and produce the deliverables
    • Explain specifically what you will need from UNICEF and when (e.g. time, access etc.)
    • Fixed price financial proposal is to be included with a fixed price for the deliverables
  • At least 2 years relevant experience.
  • Proven expertise in tools used for text mining, data mining, web content mining and analysis
  • Proven experience in performing text mining and analysis on web pages in SharePoint and Domino environments
  • Proven experience using text mining to identify content themes for intranets or internet sites. 

Languages

  • English and French are the working languages of UNICEF. For the post advertised, fluency in English is required.

 

Evaluation method

As part of the Efficiency & Effectiveness initiative, guidance allows offices to run a competitive process inviting both Individual Consultants and Vendors (companies and/or institutions). This is referred to as “The Blended Approach”. Each application is required to upload a proposal which must address all the areas listed above in the "Requirements".

Each applicant will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant or vendor whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical skills and financial proposal specific to the solicitation.
