Context:

Under the direct supervision of the Director of the Migration Health Division, the overall guidance of the Director of the Migration Management Department, and in close coordination with MHD HQs colleagues, Regional Migration Health Thematic Specialists and other relevant IOM HQs and field based colleagues, the successful candidate will be responsible for advising colleagues, partners and members states on migration health policy related matters to ensure a constant elaboration and conceptualization of IOM health programmes’ experience into actionable migration health policies that are aligned with leading global health strategies as well as migration management principles and priorities, and to advise colleagues, partners and members states on such policies so as to promote globally the health of migrants and well-being of migrants and enhance evidence-based and policy-sustained health programming in IOM. Core Functions / Responsibilities:

1. Assist the Director in the management of the IOM Migration Health Division and its programme activities.

2. Perform liaison and advocacy functions: strengthen, seek and formalize collaborations with Page 1 / 4partners, such UN bodies, donor’s other international agencies as well as member states with the aim to integrate migration health into national migration- and public health policies, and into global health, migration and development processes, such as Global Forum on Migration and Development, Global Compacts and 2030 agenda related platforms.

3. Advise partners and governments on the management of migration health issues and related strategy- and policy development. In this respect, support member governments and partners in achieving their goals in managing migration health challenges through meetings, relevant governing bodies processes, information sharing, joint programme planning etc. 4. Integrate migration health into the work of the Organization, through close collaboration with the Organizations’ departments and units, both at headquarters and field level. Advise IOM colleagues on the link between the various migration aspects and health and when required, advise colleagues in the development of migration health activities and trainings, and improve reporting mechanisms in line with Results Based Management practices. Coordinate the in-house reporting tools among HQ and Field colleagues as required.

5. Represent the Department in meetings, workshops, international conferences and missions; write reports, presentations, achievements and background documents on behalf of the Department.

6. Promote the health of migrants and the work of the Organization’s Migration Health Division through written material, including official IOM documents related to migration health, annual reports, policies, contributions to interagency guidelines, and articles for publications in scientific journals and overseeing the production of IOM publications on a variety of Migration Health topics.

7. Keep migration health field colleagues, especially at regional level, abreast of global developments and new initiatives or directions and provide guidance as needed. 8. Synthesize and analyse relevant data on migration health topics in general and IOM migration health activities specifically. Propose corrective actions or improvements as needed, and make relevant information available to a wide audience including partners and States. 9. Assist in the budget management of the Migration Health Division. In this respect, take active part in the yearly budget submission process for the Department, in close coordination with Regional Directors and Resource Managers, and advice colleagues on migration health budget matters.

10. Work closely with the Director on personnel and recruitment related matters. 11. Plan, oversee and evaluate migration health activities in co-ordination with internal departments and collaborating organizations, governments and institutes.

12. Support members of the team, at HQ and in the field, and manage specific projects where required

Required Qualifications and Experience:

Education

• Master’s degree in Medicine, Social Sciences, Public Health, International Health or other relevant health sciences from an accredited academic institution with ten years of relevant professional experience; or

• University degree in the above fields with twelve years of relevant professional experience. Page 2 / 4Experience

• Eight years of combined national and international experience in the field of health and migration and population mobility, including operational and field experience and project planning and management, preferably in low and middle-income settings and including emergency contexts;

• International experience should include work in UN agencies, international NGOs or other relevant institutions with international mandate;

• In-depth knowledge of the broad range of migration health related subject areas dealt with by the Organization;

• Experience in liaising with governmental authorities, relevant international institutions, academia and NGOs;

• Good knowledge of monitoring and evaluation;

• Proven outstanding oral and written communication skills, including presenting technical topics for international audiences as well as the general public, and in-house reports and peer reviewed international publications;

• Ability to work effectively and harmoniously in a multi-disciplinary team and with colleagues from varied cultures and professional backgrounds.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
