Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven forum focused on raising regional awareness of the consequences of people smuggling, trafficking in persons and related transnational crime. It involves 48 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO implements activities facilitating information sharing, supporting capacity building and exchange of best practices, encouraging pooling of common technical resources and providing logistical, administrative, operational and coordination support for joint projects. The RSO is co-managed by the Australian and Indonesian Governments. Reporting to the RSO Co-Managers, the Programme Coordinator will lead and contribute to the RSO’s Work Plan to operationalize key aspects of the Bali Process Declaration, Bali Process Strategy, Jakarta Declaration and the Regional Cooperation Framework through the development and delivery of projects and activities aimed at the reduction of irregular migration in the Asia-Pacific region.

Core Functions / Responsibilities:

The Programme Coordinator will support the delivery of RSO activities by 1. Contributing to the RSO goals:

• Independently plan, develop and lead projects and activities on behalf of the Bali Process members, and at the request of the Co-Managers, to deliver on the Work Plan ensuring that all projects reflect the comprehensive approach of the RSO.

Page 1 / 4 • Effectively manage and deliver all aspects of projects and activities, including human and financial resources to ensure that they are delivered within the agreed timeframe and budget. • Provide policy and technical advice to the RSO Co-Managers and Bali Process member states on a diverse range of issues relevant to the implementation and delivery of regional approaches to persons in need of protection, irregular migration, and border management. 2. Lead, mentor and develop a small multi-disciplinary and culturally diverse team of staff and seconded officials within the RSO.

3. Develop and maintain effective partnerships with Bali Process members, international and regional organizations, and other key partners in coordination with RSO Co-Managers. 4. Represent the RSO at bilateral, regional and intergovernmental meetings, including the preparation and delivery of training, manage consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders. 5. Demonstrate and model a high level of ethics, accountability and personal integrity at all times.

6. Perform such other duties as may be assigned by the Co-Managers.

Required Qualifications and Experience:

Education

• University degree with seven to ten years of relevant professional experience or equivalent relevant professional experience

Experience

• Operational and/or policy experience in migration, border control, people smuggling, refugee protection, trafficking in persons, or transnational crime related issues,

• Knowledge of regional migration and border control trends and issues relevant to the Bali Process

• Programme implementation and/or project development;

• Excellent English writing and communication skills

• Experience in liaising with governmental authorities, other national and international organizations;

• Experience in managing and developing staff, including monitoring performance of staff and their activities.

Languages

Fluency in English is required.
