Organizational Setting

 

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment, including advanced nuclear fuel cycle facilities, and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions, A, B and C; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.


Main Purpose

 

Reporting to the Section Head, through the Senior Inspector in the Coordination and Support Section, the Safeguards Coordination Assistant (Design Information) provides administrative support in the areas of Design Information (DI), exemption, de-exemption and termination of safeguards and on the drafting, and dispatching of letters acknowledging receipt, as well as maintaining the Divisional Design Information files. He/she maintains the SGOC list of Country Officers and liaises with the Sections to receive the necessary information for updating the Safeguards Master Data (SGMD) System.


Functions / Key Results Expected

 

 

  • Maintain the Design Information files for the Division and ensure their accuracy, completeness, and security.
  • Provide staff access to confidential facility Design Information and control access to the central filing room according to Safeguards standards.
  • Draft and dispatch correspondence to acknowledge receipt of Design Information Questionnaires (DIQs) from State authorities, including request of additional information as appropriate.
  • Coordinate the review of Design Information Questionnaires (DIQs) and Design Information Verification Plans (DIVPs) by distributing to the relevant Sections and tracking the progress of the process.
  • Draft correspondence related to exemption, de-exemptions and termination of safeguards as well as related to locations outside facilities and miscellaneous locations.
  • Process and file correspondence, route through appropriate officer and obtain internal clearances/ signatures as required. Overview and maintain follow-up system of files and correspondence.
  • Maintain the SGOC list of Country Officers and liaise with the Sections to receive the necessary information for updating the Safeguards Master Data (SGMD) System.
  • Provide required support and/or backup to other Safeguards Coordination Assistants as instructed by the Section Head and/or the Senior Inspector.

Qualifications, Experience and Language skills

 

 

  • Completed secondary education.
  • Minimum of five years of relevant working experience, some of which in an international environment.
  • High level of understanding of the importance of and the protocols involved with handling highly sensitive, confidential, and classified documents, specifically safeguards related.
  • Knowledge of safeguards concepts, procedures and relevant information systems, e.g. the Integrated Safeguards Environment (ISE), particularly Safeguards Master Data (SGMD) and State Submitted Data Handling (SSDH) databases, the ISE State File Structure and the Inspection Scheduling System (ISS) are highly desirable.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Computer skills\: Proficiency in MS Office 2010, which is the IAEA's standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases in the SharePoint environment.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 43865 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Outside applicants are required to supply to the IAEA or to authorize it to seek all information relevant to their suitability for employment by the IAEA. Testing may be part of the recruitment process.
