Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council for Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDI/KNDP) project, UNDP and GSSCPD aim to create an enabling environment for KNDP results. The aim is to enhance institutional and human capital to elaborate evidence-based plans and policies on Agenda 2030 for sustainable development.

In order to set a course for implementation of Agenda 2030, GSSCPD is planning   prepare the first Voluntary National report in accordance with the global and/or nationalized indicators, as determined appropriate by the national authorities in consultation with concerned stakeholders. This will establish Kuwait’s baseline and enable the country to establish  a course for integrated and comprehensive implementation of the 17 Sustainable Development Goals (SDGs) by the year 2030. The process  will support stakeholder awareness and engagement and facilitate vertical and horizontal policy coherence, as required by the interconnected and interdependent nature of the 17 SDGs. 

Within this context, GSSCPD is seeking to recruit a Sustainable Development Consultant to support its National Observatory of Sustainable Development (NOSD), a department within GSSCPD mandated to promote SDGs implementation by monitoring SDGs indicators on the national level. In addition, a national inter-ministerial committee was established to maintain coordinated efforts among national stakeholders for data collection to capture progress of the SDGs, oversee the preparation of periodic national SDGs reports and support to achieve the SDGs on the national level. The observatory also works to strengthen the alignment of national strategies and plans to meet sustainable development targets. The Consultant will also provide on the job training to relevant national staff at the GSSCPD in this area. The consultancy will contribute to the following:

1. KNDP objectives:

Continue with the development of tools, methodologies, and resources of statistical work on the national level:

  • Modernize legislations, tools, methodologies, and systems for planning and monitoring, and develop criteria selection for development projects, through development of monitoring indicators for development projects to measure progress on objective basis. 

2. ICDI/KNDP project outputs:

  • Output 1: Improved human capacity and organizational effectiveness of the GSSCPD for development planning;
  • Activity Result: Operationalize centers for future forecast, KNDP research and knowledge economy as part of an innovative and evidence based approach to national development planning in Kuwait
  • Indicator: Increased efficient and effective policy advisory services delivery within GSSCPD

Duties and Responsibilities

Scope of WorkSummary of key functions:

Under the overall guidance of the Assistant Secretary General for Supreme Council Affairs and Future Foresight, and the direct supervision of the Head of National Observatory of Sustainable Development, and in close coordination with the ICDI/KNDP Project Management Team, the Sustainable Development Consultant is expected to achieve the following outputs through assuming the below tasks associated with each output:

Strengthened NOSD capacity to enhance coordination among national stakeholders on Agenda 2030:

  • Work closely with NOSD and the National Committee on Sustainable Development for the preparation of a draft action plan that will promote structured technical guidance and strengths institutional partnership at all levels.
    • Work closely and support the NOSD to determine a method for nationalizing and prioritizing the SDGs targets and indicators
    • Develop Technical guidelines on nationalization and prioritization of SDGs, and facilitate series of working sessions and workshops with national stakeholders.
    • Support the National Sustainable Development Committee in the preparation of the Kuwait National SDG report.
    • Conduct training needs an assessment for NOSD staff, formulate and implement a training plan to further develop their capacities for effective implementation of NOSD plans.
    • Provide Technical advice  to development and implementation of Communication and awareness raising activities of NOSD and other national stakeholders in their efforts to increase knowledge and awareness for SDG targets and indicators in order to work on the data gap analysis.
    • Develop and implement a capacity development plan for NOSD on SDGs tracking and monitoring
    • Provide technical guidance and develop detailed guidelines for producing Periodic National Reports on sustainable development and SDGs in accordance with international best practices, to effectively capture Kuwait’s progress in the implementation of Agenda 2030 and the KNDP, in addition to conducting at least 4 training workshops on the implementation of the guidelines including all national stakeholders
    • Support the development of drafting a Terms of Reference for an online digital platform for interactive data collection and visualization of the SDGs and the Kuwait SDGs’ nationalization process.  The platform to represent the Kuwait Status vis-a-vis SDGs targets and indicators. It will highlight the achievements made so far by the Kuwaiti government in terms of SDGs nationalization.
    • Provide technical guidance to the NOSD on implementation of its plan to lead the oversight of the implementation of Agenda 2030 in Kuwait and ensure an inclusive, cross-sectoral approach reflecting the integrated nature of Agenda 2030.
  • Develop a monitoring and evaluation manual for the NOSD to track progress in implementing universal goals and targets on the national level, including means of implementation to maintain a longer-term orientation, and identify achievements, challenges, gaps and critical success factors.
  • Liaise closely with the Central Statics team and consultants working on data mapping, and addressing statistical gaps and data analysis in what best serves the preparation of the national SDG report

Required Skills and Experience

Academic Qualifications:

Minimum Master Degree in Economics, Statistics, Development Studies, or another related field.

 Years of experience:

  • Minimum 7 years of experience in development work, particularly in sustainable development projects supporting the preparation of national reports and/or integrating global development goals into national and local level planning;
  • Previous experience and knowledge of the Millennium Development Goals;
  • Experience in capacity development and provision of training;
  • Experience in using statistical computer programs, and excellent computer skills with MS. Office (Word, Excel, Power Point);
  • Knowledge in the social, economic and statistical traits of Kuwait is an advantage;
  • Fluency in oral and written English and Arabic is a must.

Scope of Price Proposal and Schedule of Payments

Lump Sum Amount

The financial proposal submitted shall specify a total lump sum amount.

The financial proposal will include a breakdown of this lump sum amount (including travel, living allowance, and number of anticipated working days).

Travel: All envisaged travel and other related costs must be included in the financial proposal.

Evaluation -  Cumulative analysis

Total score=Technical Score + Financial Score.

Technical Criteria weight - 70%, 700 scores maximum 

Financial Criteria weight - 30%. 300 scores maximum

Only candidates obtaining a minimum of 490 from 700 point in the Technical part of evaluation would be considered for the Financial Evaluation

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant.

3rd stage: Financial evaluation

Cumulative analysis will be used based on the following methodology: All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review are acceptable for financial evaluation. The lowest financial qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion per the formula:

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  2. Complete and signed P11 form/CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate;
  3. At least three (3) professional references;
  4. Brief description of why the individual considers him/herself as the most suitable for the assignment.
  5. Technical Proposal of how the consultant will carry out the required assignment, with a clear Methodology.
  6. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
