Under the guidance of the Principal Adviser (Polio Team Leader), the incumbent will: Provide overall leadership on all aspects related to communication for development (C4D), social mobilization and community engagement in the polio eradication initiative; including responsibility for polio eradication C4D interventions globally.

The world has made remarkable progress against polio in the last three decades, with cases falling by more than 99% since 1988, when the global effort to eradicate polio was launched. The virus is now only found in some of the most difficult-to-reach regions of Pakistan, Afghanistan and Nigeria. It is important to acknowledge the challenges that remain, while emphasizing the tremendous progress made in all polio-free countries and the real opportunity we have to eradicate polio in the coming months and ensure that every child is able to live a polio-free life. 

How can you make a difference?

Under the guidance of the Principal Adviser (Polio Team Leader), the incumbent will provide overall leadership on all aspects related to communication for development (C4D), social mobilization and community engagement in the polio eradication initiative; including responsibility for polio eradication C4D interventions globally. This entails providing analysis on the social context affecting vaccination, coordinating C4D strategy and inputs across the GPEI partnership and with multiple sectors, including, External Communications, Partnership and Fund Raising, C4D, Training, Media and Advocacy, EPI, and Monitoring and Evaluation. Contributes towards the design and implementation of a coherent UNICEF work-plan on UNICEF’s strategy for C4D related to polio eradication at all levels. Leads the polio eradication team in the design, field-testing, scaling up and monitoring of innovative social mobilization and community engagement strategies (i.e. focus "downstream” towards the Regions and countries). Acts as the main technical advisor for Regional Office and Country Office staff on C4D, social mobilization and community engagement for polio eradication. Be responsible for M&E of C4D strategy implementation including design, field testing, compilation, dissemination etc. of experiences, and lessons learned.  
     

  1. Manages a technical team for field support to plan, program and implement appropriate polio eradication communication and social mobilization strategies. Leads the team in the tracking of progress, sharing and formulation of good practices, lessons learned, information, and capacity building across the regions. Oversees the sharing of key findings with PD and others in a timely manner, so effective practices and insights are promptly adopted benefiting UNICEF’s C4D, social mobilization and community engagement work.  Deploys on mission to the field (country level) upon the request and in support of country office teams to assist in C4D implementation, provide strategic direction and advice on programmatic adjustment, as necessary.

  2. Provides leadership and vision at UNICEF Headquarters for policy and strategy in advocacy and C4D, social mobilization and community engagement for polio eradication. Provides technical and policy advice to Polio Team Lead, and Regional Offices to inform senior level staff of situation, policy and programme direction on polio-eradication related C4D, social mobilization and community engagement. Leads in the analysis of polio eradication social mobilization and community engagement needs, designs appropriate strategies and supports implementation, monitoring and evaluation of C4D activities for the polio eradication initiative.  Leads in the design and implementation of a coherent UNICEF work-plan on C4D, social mobilization and community engagement for polio eradication.

  3. Represents UNICEF, and establishes, strengthens and maintains working level of contacts and collaboration with key partners including WHO, USAID, Rotary International, CDC, NGOs, and other key operational partners to review and update global policies, ensure adequate commitment to support countries on communication activities.

  4. Prepares programme reports and proposals required by Management, Board and donors.
      

To qualify as a champion for every child you will have…

  • An advanced university degree (Master’s or higher) in the social/behavioural sciences (Communication, Anthropology, and Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.

  • A minimum of 10 years of relevant professional experience at the national and international level in Communication for Development (C4D).  

  • Peer-reviewed publications in health and social mobilization/communication are considered an asset. 

  • Developing country work experience is highly desirable.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • Computer software:  Experience in the usage of computers and office software package including Powerpoint, Excel, Statistical software and research tools; website management is highly desired.
