Under the guidance and supervision of the Representative, the consultant will design the Country Office partnership strategy and action plan through designing a fundraising strategy, donor and private sector profiling, elaboration of key products such as briefs highlighting under-funded areas. The consultant will draft project proposals, concept notes and other materials (briefing and power point presentations) for advocacy purposes. In addition, the consultant will develop partnership with donors, Civil Society and private sector and strengthening the relations with National Committees. The consultant will also contribute to the organization of the Innovative Financing Conference. The consultant will be expected to collaborate with other colleagues in TCO including Deputy Representative, Communication Specialist and Heads of section in UNICEF TCO
Terms of reference for an International consultant to support the office partnership strategy building and implementation
1. Context and justification
Six years after the Revolution and the transition period that followed, Tunisia is now entering into a new period of its development. The political transition to democracy is now well advanced with several free elections organized, a new Constitution and a new regular government elected for five years, the country is now planning on a medium to longer term perspective: a national economic and social development plan for the period 2016-2020 has been finalized, several sectoral reforms are on-going, more technical and financial partners are ready to support Tunisia in its new era.
UNICEF Tunisia Country Office (TCO) is also adapting its programme and its structure to this new context. The number of staff is increasing at the speed of the increased budget mobilized. Some programme component, especially in Education, have expanded to follow the request for support by the government. More resources for UNICEF TCO are mobilized and new and enlarged partnerships are being established. The need for improving contribution and partnership management is growing together with the need for better reporting and communicating about results for children.
2. Purpose of the Job

3. Expected Results
- The Country Office partnership and alliance strategy is prepared and operationalized
- Profiling of major donors and potential private sectors partners is conducted and made available for internal use
- A fundraising strategy is elaborated
- The quality of project proposal is ensured as well as their timely submission for resource mobilization in line with Country Programme Action Plan, the Country Development Plan (2015-2019) and the Annual Work Plan per programme including transversal/ cross sector components (e.g. participation, C4D)
- Support the completion of the Donor/Grant agreements documents and the organization of signature ceremonies
- Materials for advocacy purposes are drafted and maintained (e.g. CO Factsheets, Briefing Notes, PPTs)
- UNICEF response on issues raised by the Committee on the Rights of the Child on Tunisia State parties reports is drafted (e.g. Issue papers)
- Relations with UNICEF National Committees are established and/or reinforced
- Background materials for Research on Innovative Financing tools and sources for Early Childhood Development and to the design of a Conference on the same topic are prepared as per request of the supervisor
- Support to the organization of a conference on Innovative Financing for Early Childhood Development is provided

TRAVEL CONSIDERATIONS
- Commencement travel
- Mission Travel
The mission shall start after the signing of the contract for a total period of eleven (11) months.
In addition to commencement and return travel, there will be in country missions, and will be managed as per the conditions mentioned.
- UNICEF will cover all costs related to travel within the country and from/to the country of residence to Tunisia. Remote-based work can be considered after prior consultation with UNICEF. For individual contractors and consultants, all international travel arrangements to commence the assignment in Tunis, Tunisia including insurance and visas, will be managed and paid by the individual. Therefore, expected international travel costs must be included as a budget item in the financial proposal (e.g. 1 air ticket, economy class).
- Should “mission travel in country be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Initial Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.
PAYMENT ADMINISRATION
Financial offer of the consultant should include travel costs, DSA[1] and daily fees. Payments will be disbursed on a monthly basis. The organization and the cost related to travel at national level will be borne by UNICEF Tunisia. The duty station is Tunis, however in case of trip inside the country UNICEF will ensure transport.
- Minimum qualifications
Education:
Advanced university degree in International Development, Public Relations, Administration or related discipline.
Experience:
- Two to three years of progressively responsible and relevant professional work experience in donor relations, external communications, and / or programme planning and monitoring;
- Proven/demonstrable experience in proposal writing/fundraising and donor reporting;
- Previous experience with international organization is considered an asset;
- Strong knowledge and experience using MS Office (Word, Excel, PowerPoint), and other software;
- Familiarity with Infographic software an asset;
- Familiarity with rights based programming;
- Familiarity with UNICEF and the local context is an asset.
- Fluency in both English and French is required.
7. Supervision
The consultant will be supervised by the Representative. When the Representative is away or absent (duty travel, leave, etc), supervision of the consultant will be assured by the OIC of the Representative.
