Context:

Under the direct supervision of the Chief of Mission (COM), and in close collaboration with other programmes/units and relevant sub-offices of IOM Thailand, the successful candidate will provide support in the coordination for successful delivery of day-to-day operations under the European Union (EU)-funded project, promoting stability, well-being and harmony for Myanmar Muslims and host communities in Thailand. S/he will guide relevant staff on project implementation and result delivery as well as identify new project areas and initiatives to expand programme interventions in the field.

The project will target the continued vulnerabilities and needs of marginalised Myanmar Muslims (including Rohingyas) as well as disadvantaged Thais in host communities located in the provinces of Tak (Mae Sot), Ranong and Phang Nga.

The project activities aim to create stability and harmony by improving living conditions and access to services; standardizing response and care; and, creating coherence and predictability in policy, practice and programming that contribute to the overall wellbeing of this vulnerable group and its host community. Activities will take place in four different geographical locations (Bangkok, Mae Sot, Phang Nga and Ranong).

Core Functions / Responsibilities:

Page 1 / 41. Provide the overall management of day-to-day activities of the project, particularly during the preparation and implementation phases of the Project, including the development of Annual Work plans.

2. Establish a mechanism to ensure effective cooperation and coordination within the project team including with the sub-offices in Mae Sot, Ranong and Phang Nga and with external stakeholders, including with the EU Delegation in Thailand, government and non-government stakeholders and other interested parties.

3. Facilitate the Project Steering Committee meeting in Bangkok and Regional Advisory Committee meeting in three provinces(Mae sot, Ranong and Phang Nga) by providing the project updates and coordinating with all stakeholders under the project.

4. Conceptualize and develop the project tools, in close cooperation with the project team to ensure the effective development and implementation of the project.

5. Develop Standard Operating Procedures in five key areas and a Manual and Guidelines for project implementation.

6. Ensuring timely submission of Annual Work Plans, reports with necessary quality control, including for communication and visibility outputs.

7. Prepare and ensure timely and quality preparation and submissions of project reports to IOM and the EU delegation according to IOM and donor formats as required.

8. In coordination with project staff, develop appropriate monitoring tools to ensure effective development and implementation of project and activities, including regular travel to field locations as required.

9. In coordination with Resource Management Unit, ensure the financial management and accountability of the project in for timely and accurate donor reporting.

10. Undertake duty travel; visit project locations and activities; meet with partners and beneficiaries; incorporate feedback and findings for project improvement.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Political or Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience of working on migration, humanitarian and/or development issues, ideally within South-East Asia and/or Asia-Pacific;

• Understanding of and experience working with international human rights instruments& tools and standards;

• Excellent writing, planning and organizational skills;

• Experience liaising with government counterparts, EU, UN agencies and/or non-governmental organizations;

• Experience with developing, managing, implementing and coordinating large multi-stakeholder EU-funded programmes a distinct advantage;

Page 2 / 4• Sound knowledge of programme implementation and evaluation and familiarity with financial and business administration;

• Supervise the quality control of the communication and visibility outputs.

Languages

Fluency in English is required. Working knowledge of Thai and/or Myanmar is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
