FIELD COORDINATION OFFICER

Under the overall authority of Director of Division of Field Support and Coordination (FSC) and the supervision of the Senior Field Coordination Officer, the incumbent shall provide support to the field offices by undertaking the following duties\:

  • Coordination of human resources items concerning FSC field staff through, inter alia, coordination of the recruitment processes of directors/heads of field offices in cooperation with the Bureau of Human Resources Management, contribution to development and implementation of succession planning and mobility schemes, coordination and monitoring of the performance assessment cycle of directors/heads of field offices and organization of interception briefings for newly appointed directors/heads of field offices.
  • Participation in the review, development and implementation of reform initiatives as regards field network through contribution to the development and maintenance of the performance management tool, collection and maintenance of data related to the field network and collection and analysis of information related to  field network reform processes within the UN system.
  • Coordination and monitoring of follow-up to recommendations of external and internal audits and evaluations.
  • Management of information and knowledge related to the field network including, inter alia, management of the FSC UNESCO on-line internal workspace, quality-control of field network related information on UNESCO public websites and information sharing platforms, development and implementation of information and knowledge sharing processes and organization of global meetings of directors/heads of field offices.
  • Contribution to FSC inputs to strategic and programming documents, statutory reports and reports to the governing bodies.

EDUCATION

  • Advanced university degree (Master’s or equivalent) in any area of UNESCO’s competencies, international relations, public or business administration, economics or another related field.

WORK EXPERIENCE

  • Minimum 4 years of professional experience in coordination, planning, monitoring, reporting and evaluation of activities, projects and/or programmes, of which 2 years acquired at international level.

SKILLS/COMPETENCIES

  • Familiarity with UNESCO’s programmes, structure and priorities.
  • Excellent analytical skills.
  • Proven coordination, planning and organization skills with ability to establish and follow plans and priorities.
  • Excellent oral and written communication skills, with proven ability to prepare and draft high quality documents and reports.
  • Demonstrated ability to work in a multicultural environment and to establish good working relationships with internal and external partners.
  • Familiarity with the work and general functioning of international organizations and/or knowledge of the United Nations common system.
  • Strong IT skills including knowledge of standard Office software.

LANGUAGES

  • Excellent knowledge of English or French and good knowledge of the other language.

WORK EXPERIENCE

  • Experience in field office management and/or field operations.
  • Experience in human resources.

SKILLS/COMPETENCIES

  • Knowledge and understanding of the functioning, accountabilities and structure of the UNESCO field network or of the field network of an international organisation would be an asset.
  • Experience in implementation of reform processes.
  • Knowledge of financial, human resources and administrative management tools and practices as applied in an international organisation.

LANGUAGES

  • Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).
