Background

Myanmar has embarked on a major transition towards democracy, market style economy and peace. Myanmar is low middle-income status (LMIC) and is committed to lifting itself out of Least Developed Country (LDC) status within the next seven years. Following the implementation of the first ever UNDP Country Programme during 2013-2017 and as a key development partner of the government of Myanmar, UNDP will implement a new UNDP Country Programme for the period 2018-2022, striving to deliver on a large and relevant programme portfolio that is responsive to the main development challenges facing the country.

The UNDP Myanmar Strategic Results, Partnerships and Innovation Team drives new ways of working through partnerships, innovation, communications, design and data visualization; coordinates quality assurance of monitoring and evaluation as well as continuous project monitoring through defined indicators; supports programme teams and CO senior management in planning and management of thematic country programme and project evaluation(s) and follow up in implementation of recommendations; and promotes evaluation standards, quality assurance/control and capacity development in the Country Office by facilitating knowledge building and management. The team strives to bring new methodologies, energy and insights into the work of the entire Country Office.

Under the guidance of the Strategic Results, Partnership and Innovation Team Leader and the direct supervision of the Quality Assurance and Reporting Specialist, the Quality Assurance and Reporting Analyst supports the Quality Assurance and Reporting Specialist in providing technical support and contribute insights for M&E, quality assurance and reporting practices across the UNDP Myanmar country programme. S/he works closely with programme and project colleagues and other units to ensure that M&E, reporting and quality assurance practices are applied at all levels, by providing technical guidance and support for collection of reliable, accurate and coherent information to assess the performance and impact of UNDP Myanmar programme and projects; as well as quality assuring performance reporting and confirming that results are evidence-based and supported by relevant data.

The Quality Assurance and Reporting Analyst will be initially based in Yangon, but with eventual relocation to Naypyidaw when conditions permit.

Duties and Responsibilities

III. Duties and Responsibilities
 
Supports effective implementation of corporate reporting, M&E and QA tools and initiatives and provides technical guidance and support 
 
Supports implementation corporate initiatives and tools, such as the alignment process, Integrated Result Framework(IRRF) Baselines, Milestone & Targets (BMT) exercise and Results Oriented Annual Report (ROAR);
Supports maintenance of calendar of all corporate and donor reporting requirements including programme and project, helps keep staff informed, coordinates staff inputs and supports consolidation and quality checks before dissemination of reports;
Supports contribution to Annual Working Plan development processes working with the Programme Support unit, and programme units. Supports consultative, consistent and timely completion of AWP;  
Supports management of all corporate, bureau and RCO reporting requirements including ROAR, QCPR, inputs to Secretary General Reports and donor assessment requirements such as Due Diligence reviews;
Contributes to quality of CPD evaluation plan, costing, compliance and implementation to ensure strategic, robust, timely, and relevant evaluation for learning and programme effectiveness;
Contributes to design of country office and national monitoring systems, as well as qualitative and quantitative data collection methods to provide evidence of the effect and contributions of UNDP interventions into national development priorities;
Researches and proposes innovative monitoring tools and practices, including remote monitoring to inform programme implementation;
Supports monitoring of project and programme compliance with corporate and donor reporting requirements, reviews project reports prior to dissemination.
Supports selection of independent, cost-effective and quality evaluators and maintains roster for evaluation experts;
Assists in coordination of responses to evaluation findings and recommendations and records and monitors in the Evaluation Resource Center (ERC); 
Identifies, drafts documentation and shares lessons learned from evidence monitoring.
 
 
Supports Assurance of Quality of Programme Evaluation and Monitoring 
 
Supports quality assurance of CO data collection strategies to ensure the right balance of qualitative and quantitative evidence and provides inputs on data analysis to assess programme results, improve programme quality and inform future decision making processes allowing for reporting against Country Programme document, projects and other corporate reporting;
Provides technical inputs to improve the quality of results based management, including planning, monitoring and reporting on annual workplan and other corporate tools;
Supports review and approval of all terms of reference for project and programme mid-term reviews, evaluations and assessments. Reviews and provides inputs to draft evaluation reports and mid-term reviews .
 
Supports Integrated Programme and Project Monitoring 
 
Supports cross-programme and project integration of monitoring indicators and progress, providing inputs into identification of synergies and achievements for reporting purposes.
Collaborates with programme and project teams to support joint monitoring and reporting. 
Supports and helps promote linkages between evaluation strategies/frameworks with the CPDs and AWP; 
Supports preparation of reports on the use of evaluation findings in the country office, including lessons learned;
Supports facilitation of learning from evaluation results at the CO as well as among national partners and other key stakeholders externally.
 
Supports building of capacities of Country Office and project staff
 
Provides training to CO and project staff as well as partners on use of corporate and other relevant M&E, QA and reporting tools and methodologies, including RBM.
Networks and shares information with UNDP peers and RBM practitioners through Communities of Practice and other knowledge management mechanisms;
Promotes cross-unit team work and works in close collaboration across the country office.

Required Skills and Experience

Education:
  • Master's or Bachelor degree in Development Studies, Statistics, Monitoring and Evaluation, Social Sciences, Economics, or a related field.
  • Practical training in programme management and evaluation, survey and research analysis, or applied statistical data 
Experience:
  • Up to 2 years with Master’s degree or minimum 2 years with Bachelor degree of relevant professional work experience at the national level.
  • Experience in managing various types of evaluations (project, outcome, thematic, strategic, organizational) and developing outcome-oriented monitoring and evaluation systems an advantage.
  • Experience in delivering on Results Based Management, including effective planning, monitoring and reporting of results an advantage. 
  • Experience of working in relevant field with UNDP, or another UN agency, an advantage
  • Strong interpersonal skills, strong written and oral communication skills
  • Strong ability to work effectively in multi-disciplinary and multi-cultural teams
Language Requirements:
  • Proficiency in written and spoken English and Myanmar
