UNICEF PNG is looking for a Staff Counsellor for short term consultancy assignment in country in second half of January and early February 2018

Purpose of the consultancy:

Provide counselling to staff on a range of issues including career management; office changes including staff, and work/life balance; stress management and burnout, living and working in a high risk security and unsafe environment (high level of robbery and violence); job security, workload distribution and relationship management.

The number of staff in the office during the consultancy is expected to be around 35-40.

Duration:             3 weeks

Duty Station:     Port Moresby, Papua New Guinea

Detailed Terms of Reference and deliverables:

  1. Gather an understanding of the situation and environment from staff by assessing the background of the current situation in the PNG office in consultation with Staff Association and senior managers, e.g. section chiefs, Chief of Operations, UNDSS staff in Port Moresby (optional);

- Review the results of the recent staff survey of PNG office

- Review the last 5 or 6 Joint Consultative Committee minutes (JCC)

- Conduct few focus group discussions or online survey with different staff categories (GS, NO, IP) and draft the feedback/outcome

2.            Carry out one on one staff counselling as required, including with recently separated staff who were on abolished posts

  1. Draft a proposed action plan to address any generic issues as well as any other recommendations for specific individuals
  2. Share the proposed plan after input from Staff Association with the Head of office and Chief of Operations & HR Manager
  3. Results and recommended way forward with concrete recommendations for immediate and long term action plan to share with all staff.

To qualify for this consultancy assignment, candidates should have;

  1. More than 10 years of professional experience in staff counselling and psychosocial support, at least 5 years of which is with staff in high risk/high stress work environments.
  2. Advanced academic qualification in psychology or related field.
