UNICEF PNG is looking for an experienced HR Consultant for approximately three weeks in second half January 2018 to early February for a consultancy assignment to facilitate a capacity needs assessment and HR action plan.

UNICEF PNG is looking for an experienced HR Consultant for approximately three weeks in second half January 2018 to early February for a consultancy assignment to facilitate the following activities:

Duration:             3 weeks

Duty Station:     Port Moresby, Papua New Guinea

Detailed Terms of Reference and deliverables:

  1. Review the new country programme to gain an understanding on the set of skills needed to ensure the office delivers the expected results for children in PNG.
  2. Review samples of staff profiles for different staff categories, i.e. general service, national professional staff and international staff
  3. Conduct few focus group discussions or online survey with different staff categories (GS, NO, IP) to gather feedback on perceptions and actual cohesion between staff profiles and required profiles
  4. Based on the outcome of the above, conduct a Learning Needs Assessment and draft the 2018 Learning Plan for approximately 35-40 staff for each functional category listed above in task number (2) above.
  5. Lead the participatory development of an action plan to address staff morale and wellbeing issues raised in a 2017 UNICEF Global Staff Survey. The  Action Plan  should also incorporate  measure to help staff and management facilitate a Speak Up Culture in the Office through consultation with the office well-being task force.
  6. Advise staff on creating a good performance plan, including development plan for the 2018 Performance Planning Phase in line with fairly distributed workload as per the post.
  7. Advise senior management on several strategic HR management issues including difficult-to-recruit posts.
  8. Final report to the Head of office, Chief of Operations and HR Manager recommending the way forward with concrete recommendations.

To qualify for this consultancy assignment, candidates should have;

        1. More than 10 years of professional experience in human resources management, at least 5 years of which is with international organizations working in development.
        2. Advanced academic qualification in human resource management or related field.
