Organizational Setting
 
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The objective of the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation. The Division does this by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, among other things, support for the IAEA's Technical Cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors. NSNI comprises five Sections\:

The Safety Assessment Section (SAS) helps to improve the capability of Member States in carrying out effective safety assessments and enhancing the safety of nuclear installations to achieve a high level of safety by developing safety standards and guides for design and safety assessment; by promoting the use of advanced safety assessment methods and tools with enhanced integration of deterministic and probabilistic approaches and the use of risk-informed and performance-based safety evaluation approaches.
 
Main Purpose
 
Under the supervision of the Director, the Finance Assistant contributes to the effective facilitation of the Division's extra budgetary financial activities by serving the focal point for financial arrangements and providing validity of financial transactions. The Finance Assistant also provides quality assurance of documents leaving the Division ensuring they are in compliance with IAEA standards, rules and procedures.
 
Functions / Key Results Expected
 
  • Serve as the focal point for implementing the financial arrangements in support of activities using extra budgetary funds.
  • Using AIPS, support actions necessary to complete programmatic inputs and to report on the status of the implementation of programmatic activities.
  • Provide financial monitoring assistance, maintaining an accurate overview of all expenditures and funds transfers between tasks, and prepare status reports for managers and donors in accordance with the terms of the contribution agreements. Process administrative actions by means of the IAEA's electronic systems (AIPS and Travel Arranger) and ensure that IAEA standards, rules and procedures are applied.
  • Within the assigned responsibilities, liaise with Missions and different Departments of the IAEA on procedures for the acceptance and reporting of contributions as required. Assist with consolidating inputs for the final donor reports as required.

Qualifications, Experience and Language skills
 
  • Completed secondary education
  • A minimum of five years relevant experience in finance, accounting or directly related fields, some of which in an international environment
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
 
Remuneration
 
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 43865 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only.
