Consultant to Provide Technical Support to the Energy Performance Contracting Fund

Background

The Building Sector Energy Efficiency Project (BSEEP) is an initiative implemented by the Government of Malaysia supported by funding from the Global Environment Facility (GEF). The objective of this project is to improve the energy utilisation efficiency in the Malaysian building sector particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings.

The Energy Performance Contracting (EPC) fund was established under the BSEEP project to provide financing for qualifying EPC projects. The objective of establishing this fund is to overcome the constraints of securing suitable financing for the cost of capital investment in implementing energy saving measures in the Building Sector by Energy Service Companies (ESCOs). The EPC fund is supported by a credit guarantee fund of RM12 million jointly contributed by the BSEEP project and the Ministry of Energy, Green Technology and Water (KeTTHA). In addition, the Government has injected funds amounting to RM5.8 million to re-profile the financing rate of 8.0% per annum to 7.0% per annum for facilities granted under the fund, to enhance the economics of this financing package.

Technical support will be provided to KeTTHA during the operational phase to ensure efficient management of the facility by conducting technical due diligence of projects and performance reviews. The assistance should focus on expertise within the fields of technical understanding of energy audits and EPC projects and processes, technical risk factors that may influence the cash flow as well as overall fund performance in terms of energy savings and greenhouse gas reductions. 

Duties and Responsibilities

The consultant will perform the following tasks:

1. Provide technical due diligence of projects by reviewing the investment grade audit (IGA) submitted as part of each loan application, evaluate assumptions and assess the risk factors for each project. This would include advise on how to improve projects to make them more suitable for the facility, if required. The technical due diligence is required for the duration of the consultancy period or up to the depletion of the initial facility allocation of RM200 million.
2. Undertake a performance review of key performance indicators which are to be determined at the point of technical due diligence and overall performance every 6 months. The review will focus on evaluating energy savings achieved by measures implemented as well as environmental and socio-economic impact in terms of greenhouse gas reductions to track and benchmark the projects and their overall impact and proposing areas of improvements of the facility in order to meet the objectives.

Methodology:

The consultant will work in close consultation with KeTTHA and UNDP Malaysia. He/she will report to the Assistant Resident Representative (Programme) in UNDP Malaysia. The consultant will have meetings with potential applicants (ESCOs) and various stakeholders.

Deliverables and Timeline:

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline in Annex I.

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by the KeTTHA and UNDP Malaysia. Breakdown and schedule of payment are in Annex 1.

Duration:

The project is expected to be completed in 6 months after signing of work contract by the successful bidder. The deliverables and timeline are as per the Financial Proposal form. The consultancy will take place from December 2017.

Competencies

• Ability to build good relationships with clients, focuses on impact and result for the client and responds positively to feedback;
• Able to meet tight deadline for each work package;
• Excellent teamwork and leadership skills.

Required Skills and Experience

• Minimum Bachelor’s degree in Economics, Business Studies, Law, Engineering or any other business, technical or Science-based background.

Experience:

• At least 10 years of experience in the development of and/or designing of energy projects, especially on energy efficiency; 
• Have experience in financing for sustainable energy projects / ESCOs;
• Have experience working with Malaysian government agencies and stakeholders in the field of sustainable energy including energy efficiency and conservation.

Language Requirement:

Fluency in both written and spoken English.

2. Technical Proposal on how your qualifications and experience can lead towards the successful deliverable of this assignment within the required timeframe, and provide a brief methodology on how you will approach and conduct the assignment;
3. Financial Proposal should specify a total lump sum amount including a breakdown of working days, travel and relevant costs using the financial proposal template in Annex II;
4. Personal CV including areas of expertise and past experience in similar projects and at least three (3) references in the format of UN Personal History Form (P11 form). The UN Personal History Form (P11) can be downloaded from the link below.
