A consultant is required to provide support to UNICEF in the following areas: - Sector analysis: Finalise and launch the chapter on inclusive education in the Education Sector Analysis Methodological Guidelines, including as a stand-alone product, and develop an Operational Manual to assist with implementation. - Sector planning: In partnership with IIEP, develop and run a summer school on inclusive education planning in July 2018 to be followed by an e-forum and a full distance learning course in 2019. - Country support: Establish a community of practice in inclusive education together with a repository of resources, and provide technical support to Regional and Country workshops with technical workshops and advocacy events.

Background & Rationale

Education is a human right and is at the centre of promoting equity, justice and prosperity in society. While there has been considerable progress on increasing school enrolment over the last two decades, there are still 61 million children of primary school age and 62 million adolescents of lower secondary school age who are excluded from education.  Half of these children live in countries affected by conflict.  More than half are girls.  Many are children from poor families, rural areas or ethnic minorities.  But, despite serious limitations in the available data, it is clear that children with disabilities face some of the most severe barriers to going to school.  It is estimated that there are between 93 and 150 million children with disabilities in the world today.  There is also compelling evidence that children with disabilities are less likely to ever go to school, less likely to learn essential skills if they do go to school, and more likely to drop out before completing a full course of education.  Exclusion from education places children with disabilities at a disadvantage for the rest of their lives, putting them at higher risk of negative social and economic consequences such as poverty, neglect, abuse and isolation, and preventing their full participation in society.

UNICEF is committed to the protection and promotion of the right to education, both as a right in itself and also as an enabler for the realization of other human rights and fundamental freedoms by all children, including children with disabilities.  Over the past few years, UNICEF has produced a range of resources and guidance on inclusive education, including 14 technical booklets, an Inclusive EMIS guide, and a Child Functioning module in the sixth Multiple Indicator Cluster Survey (MICS6).  During the past year, UNICEF has also drafted and piloted a chapter on inclusive education for the third volume of the Education Sector Analysis Methodological Guidelines, which will be published during 2018. 

Building on these resources, UNICEF is planning to conduct the following activities in inclusive education:

  • Evidence generation:  UNICEF will promote the inclusion of children with disabilities in education through the production of advocacy and information-sharing materials drawing on available data and analyses. 
  • Capacity Building:  UNICEF will assist in closing the ‘implementation gap’ between the policy level and service delivery in schools by developing tools, guidance and events to build the capacity of Ministries of Education and development partners.
  • Strengthening service delivery:  UNICEF will strengthen service delivery by supporting teacher training, school construction and learning materials, including supporting Disability Section’s work on market shaping for accessible textbooks.

Purpose                                                                                                                              

A consultant is required to provide support to UNICEF in the following areas:

  • Country support:  Establish a community of practice in inclusive education together with a repository of resources, and provide technical support to Regional and Country workshops with technical workshops and advocacy events.

In order to complete the assignment, the consultant will:

  • Liaise closely with UNICEF staff in Programme Division and both Regional and Country Offices;
  • Build relationships with development partners including IIEP, GPE, the World Bank and bilateral agencies, as well as with Non-Governmental Organisations and Disabled Persons Organisations. 
  • Visit Regional or Country Offices as required, and participate in relevant external events.

Duty Station

The consultant will be based remotely, but is expected to travel to New York HQ for occasional meetings, and to visit regional and country offices and external events as required.

As a long term consultancy with on-going responsibilities throughout the consultancy timeframe, the consultant will be paid on a monthly basis on submission of the monthly report.  Although the exact number of days worked in each month will be negotiable, it is expected that the consultant will work for around 20 days in each month.  

Key competences, technical background, and experience required Deadline

  • Advanced University Degree in education or similar subject.  A qualification in inclusive education or special education would be an advantage.
  • At least 10 years of professional work experience in education system development.  At least two years of experience in at least two UNICEF programme countries would be an advantage.
  • At least 3 years of experience in the field of inclusive education.  Experience on other issues related to disability, gender, human rights, and education in emergencies would be an advantage.
  • A strong track record in education programme design and management.  Experience in research and evaluation would be an advantage.
  • Familiarity with rights-based approaches, the Convention on the Rights of the Child, and the Convention on the Rights of Persons with Disabilities.  An understanding of UNICEF’s education programme and priorities would be an advantage.
  • Familiarity with information and communication technologies (ICT) for knowledge management.
  • Proficiency in English is required. Working knowledge of another UN language would be an asset.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
