Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

Overview:

The purpose of liaison officer is to implement day to day the coordination activities with the CCCM Project Manager on the follow-up with national security forces and other actors focal people regarding ongoing issues in Hammam Al Alil 2 Camp and its surroundings. The liaison officer will be reporting to CCCM Project Manager. The position will be based in Hamam Al Alil, Nineveh Area Officer.

 

Ideal Candidate Profile:

A university graduate with at least (3) three years of experience as liaison officer in humanitarian or recovery context is required. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should be able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential

 

Key Job Tasks and Responsibilities:

  • Under the supervision of the CCCM PM, establish and maintain contact with government officials, UN agencies, NGOs and other stakeholders to facilitate collaboration and exchange of information
  • Work with CCCM PM to facilitate communication with national security force actors based on need
  • Coordinate with military actors related to official requests from government regarding access letters, camp exit letters, and similar
  • Oversee surveillance cameras present in the camp, and follow-up with CCCM PM regarding breaches
  • Ensure that security forces understand Camp Access SOPs, and humanitarian nature of the camp
  • Provide, draft and share civil-military guidance on the issues specific to humanitarian access
  • Coordinate with Nineveh Area Office security department and local contacts regarding ongoing security developments in Hammam Al Alil town
  • Write reports related to interactions between NRC and national security forces
  • Ensure that gender and protection mainstreaming is included in maintenance of HAA2 Camp humanitarian space

 

Qualifications:

  • Experience with NGOs preferred.
  • Experience in field level coordination with national security force actors, and government bodies.
  • Experience with military or government structures inside Iraq.
  • Proven skills in offering technical supervision and training.

 

The post will be for (1) one-month contract duration with possibility of extension- subject to funds and satisfactory performance.

Salary: 5/1 according to NRC-Iraq's salary scale.

Duty Station: Hamam Al Alil, Nineveh Area Office with some visits to NRC field offices.
