Context:

With a workforce of more than 10,000 staff worldwide, the Human Resources Management Division (HRM) plays a vital role in meeting the needs of IOM as a related organization of the United Nations (UN). IOM follows the UN Staff Regulations and Rules and General Assembly decisions where practical and possible.

Working as a member of the Human Resources Policy and Advisory Services, in coordination with the Talent Management Unit, the Office for Legal Affairs (LEG) and the Panama and Manila Administrative Centers, the Human Resources Policy Officer will be responsible for developing Human Resources policies and instructions, and supporting the roll out of the Staff Rules. The Organization adopted a new set of Staff Rules in December 2014, which needs to be rolled out in the 150 countries where the Organization operates, considering the acquired rights of staff members.

The successful candidate will work under the direct supervision of the Senior HR Policy Officer and overall supervision of the Chief, HR Policy and Advisory Services. Core Functions / Responsibilities:

1. Assist in the roll-out and implementation of the Staff Rules at country level, in coordination with the Office for Legal Affairs and the Panama Administrative Centre (PAC). Coordinate and Page 1 / 3track progress with the roll-out of the Rules. Prepare communication and training materials. 2. Provide policy guidance to the Chiefs of Mission, where local staff are subject to local labor laws and/or participate in the national social security scheme. Assist with issues related to conditions of employment of local staff in the field.

3. Participate in the drafting, development and implementation of new human resources policies, practices and procedures to meet the evolving needs of the Organization and to align with the new set of Staff Rules, in consultation with HRM colleagues, LEG and other organizational units. Review existing HR instructions to identify gaps and propose changes in accordance with identified best practices and relevant jurisprudence.

4. Keep abreast of developments in human resources and undertake research on various HR issues and on best practices in HR management, including in other inter-governmental organizations. Advise the Senior HR Policy Officer and Chief, HR Policy and Advisory Services on the development, modification and implementation of United Nations policies and practices relating to entitlements.

5. Provide advice to colleagues in the Field and at Headquarters on the interpretation of HR instructions, as well as of the Staff Regulations and Rules. Recommend solutions on cases. Review and provide advice on exceptions to instructions, regulations and rules. 6. Provide advice on the transfer of staff members between IOM and other UN agencies under the Inter-Organization Agreement on Transfer, Secondment or Loan.

7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Human Resources, Political or Social Sciences, Management, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience. Experience

• Proven knowledge and experience of policy development and research;

• Strong analytical thinking, organizational, and communication skills;

• Ability to work independently against tight deadlines;

• Solid computer skills;

• Field experience is an advantage.

Languages

Fluency in English is required. Working knowledge of French or Spanish is desirable. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.

The list of NMS countries above includes all IOM Member States which are non-represented in the Professional Category of staff members. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
