How can you make a difference?

Under the general supervision of Finance Specialist, you will support the office by serving as a principal assistant with responsibility for a variety of specialized tasks in accounting/ finance functions of the office. You will be required to apply your theoretical and administrative skills in accordance with the International Public Sector Accounting Standards (IPAS), UNICEF Financial Regulations and Rules, policies, procedures, guidelines and standards of accountability and ethics.

Summary of key functions/accountabilities:

  1. Create requests on UNICEF’s web portal (My Case) to Global Shared Service Centre (GSSC) to process non-invoice payables for staff advances to local staff, down-payments and prepayments to vendors/ contractors and follow up on the requests through the web portal. Respond to queries from Global Shared Service Centre (GSSC) by coordinating with the sections for requests on web portal for processing of direct invoices.
  2. Prepare required supporting documents, create requests on the web portal and follow up on request through the web portal and emails for payment corrections. Review request for change of funding source and other adjustment from the sections and prepare request to Global Shared Service Centre (GSSC)/ Division of Financial and Administrative Management (DFAM) with expenditure listing of current grant and unspent balance of proposed grant.
  3. Liaise with Global Shared Service Centre (GSSC) for monthly payroll preparation to ensure availability of funding for all staff, accuracy of overtime payments and deductions.
  4. Review and compile cash forecast of all sections and prepare request for replenishment of 2 bank accounts and 3 cash on hand accounts. Liaise with Global Shared Service Centre (GSSC) for bank reconciliation of the bank accounts and the cash on hand accounts ensure that no open items with more than 1 month old for Funds in Transit/Foreign Currency Exchange transactions and 3 months old for payment transactions by cheque.
  5. Monitor and analyze residual open items in general ledger account balances, follow up on outstanding items and submit list of matched residual open items to Global Shared Service Centre (GSSC). Provide support for timely actions related to year-end closure of accounts and submission of year-end schedules/ reports to Division of Financial and Administrative Management (DFAM).
  6. Conduct spot checks for financial records of Implementing Partners against the amount reported on Funding Authorization and Certificate of Expenditure (FACE) forms to UNICEF. Supervise a Finance Assistant, providing technical assistance and evaluate his/her work.
  7. Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required. Assist in following up audit recommendations and ensure that follow-up actions required of Finance unit are complied with.

To qualify as a champion for every child you will have…

  • Bachelor’s degree in financial management, accounting and any related areas. Supplemental formal financial / accounting training may be accepted if University degree is not in a related financial field. Master in Commerce or Business Administration is desirable. Additional professional qualification and/or certification in accounting and auditing is an asset.
  • Seven years of experience, including progressively responsible work in finance, accounting and auditing activities, as reflected in the tasks above.
  • Fluency in English and Myanmar
