Context:

Under the overall direction of the Chief of Mission, and the direct supervision of the Head of Operations, the successful candidate will be responsible for IOM camp coordination and camp management operations ensuring that IOM Camp Coordination and Camp Management (CCCM) programmes are in line with the Global and Country level CCCM Cluster policies and strategies.

Core Functions / Responsibilities:

1. Develop IOM country level CCCM strategic directions and integrate it into CCCM operations; including planning, developing and monitoring effective implementation of CCCM programs in close coordination with the Head of Operations.

2. Ensure that IOM's CCCM program implementation are in line with CCCM Cluster policies and strategies.

3. Manage and monitor the allocation of human and financial resources of IOM's CCCM programs, mobilize resources as needed in close coordination with the Head of Operations and the IOM Programme Support Unit (PSU).

4. In close coordination with the Head of Operations, supervise the IOM CCCM Operational Page 1 / 3units (Site managers, State Focal Points, Surge team, CCCM (Operations). 5. In close coordination with the PSU, monitor and evaluate all IOM CCCM projects and ensure proper financial and narrative reporting as required by donors.

6. Liaise when appropriate with the DTM unit for the implementation of the registration process in and beyond PoC sites.

7. Liaise when appropriate with other operational IOM units such WASH, S/NFI, Health and MHPSS to design and implement complex emergency responses in case of large scale displacements.

8. Represent IOM in the CCCM Cluster meetings and related forums.

9. Work on the coordinated approach to durable solutions for IDPs and returning refugees. 10. Undertake duty travel as required.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in the field of operational and field experience in refugee, displacement and migration related issues, including technical cooperation, project development and project/programme implementation and evaluation;

• Work experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as experience in the region, is an asset • Good knowledge of UN, IOM and NGO mandates and programmes in the humanitarian responses, IDPs, post conflict construction and development;

• Familiarity with financial management and good level of computer literacy, including information management.

Languages

Fluency in English is required. Working knowledge of Arabic and/or any local language is an advantage.
