NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Field Office Coordinator is to run the day-to-day support functions at a field office.
NRC is currently looking for Field Coordinator in our office in Stanytsa Luhanska.

Job description

• Implement NRC’s systems and procedures at field level
• Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
• Prepare and submit reports and analysis
• Ensure proper filing of all support documents
• Ensure adherence to Security and Risk Management policy and procedures
• Manage support staff at field office level
• Manage day to day HR & Admin, finance, logistics and security tasks of the field office
• Coordinate and assist with budgets and costs for the field office’s shared costs and support functions
• Provide support in training and development of staff
• Provide support to project implementation at field office level
• Coordinate representation meetings with the UN, partners and authorities
• Contribute to specific protection risks and needs analyses.
• Responsible for setup and administration of Stanitsa Luhansk field office
• Contribute to that all necessary agreements, permits and licenses necessary for NRC’s operations are in place, and rules and regulations pertaining to the activities of NRC in the field area
• In cooperation with all support departments from Severodonetsk, maintain adequate administrative management routines and systems and adhere to NRC policies, procedures and processes
• Ensure that archives are in use and maintained according to the NRC regulations
• Monitor cash flows and expenditures
• Provide input to required reports of the financial, logistical and administrative situation in the programmes
• Maintain a particular responsibility towards transparency and accountability within finance and administration
• In corporation with the Logistics coordinator in Severodonetsk, apply procedures for logistics, procurement, transport management, and warehouse accordance with NRC guidelines, policies and Code of Conduct
• Management of staff reporting directly to the Field office coordinator
• Perform any other tasks requested by support manager.
• Prepare field mission to targeted locations together with program team
• Assist in development of relevant quantitative and qualitative indicators for program activities
• Assists in development and designing of the relevant reporting formats
• Contribute to the proposals writing and budgets drafting process
• Identify locations to be targeted and plan interventions (e.g. info campaigns, mobile visits)

Qualifications

• Previous substantial experience in at least two of the following fields: Human Resources, Finance, Supply Chain, Logistics, Procurement, Administration, Security
• Strong skills in people management, moderation, conflict resolution and capacity building
• Strong ability to prioritize work under pressure, maintain attention to detail, and coordinate multiple tasks to meet deadlines
• Strong leadership skills
• Knowledge of the Ukrainian/Russian, including clerical work rules and principles.
• Experience from working in support functions in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal
