Background

The national UN Volunteer will work under the supervision of the Protection Cluster Coordinator and will be based in the UNHCR office in Kyiv.

Ukraine now faces an armed conflict in Eastern Ukraine that has resulted in wide-spread displacement and numberous protection concerns for the affected population. To respond to the growing emergency needs and required coordination, among partners, the UN activated the cluster system on 22 December 2014.  The Protection Cluster has 88 partners. There are three sub-clusters under the Protection Cluster: Child Protection (led by UNICEF), GBV (led by UNFPA) and Mine Action (co-led by UNDP and DDG).

Additionally, there is an Ageing and Disability Working Group (chaired by HelpAge International) active under the Protection Cluster and a Housing, Land and Property Working Group (chaired by NRC), under the umbrella of the Protection and Shelter/NFI Clusters. In the field, sub-national protection working groups are active in Kharkiv, Kramatorsk, Mariupol, Severodonetsk, Dnipro and Zaporizhia.
 

Conditions of Service for national UN Volunteers

A twelve months contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 810 USD is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Duties and Responsibilities

The role of the cluster coordination assistant is to provide professional, pro-active and problem solving support to the Protection Cluster in Kyiv. The role is supportive and administrative, requiring excellent time management, coordination, and a flexible approach to ensure the cluster is effective in its role as the coordination mechanism to discuss and address issues facing the conflict-affected population.  Under the direct supervision of  the Protection Cluster Coordinator, the national UN Volunteer will undertake the following tasks:

PC Meeting Support

·     Provide translation during the sub-cluster meetings. Familiarise with relevant terminology for the Protection sector to facilitate the smooth flow of discussion during the meetings;

·     Translate the Minutes of the Meeting after the PC meeting to be circulated to the group;

·     Translate the Agenda for the next meeting to be circulated to the group;

·     Circulate all relevant documents to the PC partners and follow up to ensure key stakeholders attend the meetings;

·     Liaise with the venue to ensure the meeting space is booked; refreshments are provided, and facilities are functional;

·     Ensure regular contact with the partners.

PC Advocacy

·     Support the preparation of advocacy materials, including information sheets, briefings and trainings.                                                                                       

Information Management

·     Manage the contact list database of CP participants, ensuring the information is collected each week during the meeting as the record of attendance. Ensure all details are correct so members can be contacted;

·     Manage the Protection Cluster humanitarian response website page, ensuring that all docu-ments are regularly updated with the latest protection documents;

·     Support in the production of information and communications;

·     Provide support to the IM team in the collection of data for 5W;

·     Support the Humanitarian Response Planning  (HRP) follow up during 2017;

·     Performs other duties as required by supervisor.

Competencies

  • Educated to university level, preferably with a law degree. Masters degree desirable.
  • Excellent verbal and written communication skills in English (required) and Russian/Ukrainian (required);

Required Skills and Experience

  • Knowledge and experience of the humanitarian coordination system and of the protection cluster is desirable;
  • Experience working in the humanitarian sector, either with the UN or with an NGO desirable;
  • Experience undertaking legal research, preparing presentations and doing legal translations desirable;
  • Excellent interpersonal skills;
  • Computer literate (including working knowledge of Microsoft Office and Excel);
  • Excellent attention to detail, organisational skills and discretion with confidential information;
  • Ability to work independently and proactively;
  • Proven ability to handle challenging work load;
  • Applicant must be a citizen of Ukraine or legally resident in Ukraine incluning work permit;
  • Applicant must be 22 y.o. or older
