The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the ICLA Project Manager position is to implement delegated ICLA project portfolio.

Job description

Line management of ICLA Project Coordinators
Adherence to NRC policies, guidance and procedures
Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Implement technical direction and ensure high technical quality of projects
Provide regular progress reports to the Area Manager and ICLA PDM
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Develop and manage project budget (in cooperation with PDM) and coordinate across CCs
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Ensure proper filing of documents
Contribute to specific protection risks and needs analyses.
Contribute to the design in consultation with PAC of protection response to identified risks and needs.
Ensuring donor grants are properly implemented in accordance with budget, logframe, planned activities and proposal objectives
Contribute to promoting integrated programmes (with others Shelter, Livelihoods) through systematic planning/cooperation with other programmes
Provision of strategic direction for the ICLA project
Keep up to date with legal developments and issues affecting beneficiaries and stakeholders in order to ensure relevant programming and identify new programmatic opportunities
Representation of ICLA project to external stakeholders including UN agencies, INGOs and NGOs, local authorities and other key stakeholders
Work closely with ICLA Project Development Manager to ensure consistency of the ICLA programme
Ensuring compliance with ICLA M&E obligations.
Overall management of the ICLA project in the Donetsk oblast (GCA)

Qualifications

Minimum 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Legal expertise
Documented results related to the position's responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Fluency in Ukrainian and Russian
In depth knowledge of the context in Ukraine
Experience with ICLA or related legal aid programs is an asset
High education with background in law or similar
