DESCRIPTION DE L'OFFRE

  • To contribute to the elaboration of the mission’s operational strategy: context analysis and its evolution, elaboration of problem trees and proposed solutions, needs assessments analysis, proposal of new actions, budgeting and HR dimensioning.
  • To be part of the Coordination Team (SMT)

Accountability management

  • To ensure the accounting, non-accounting and expatriates data entry in the accounting software (SAGA).
  • To control the bank book keeping, checking and bank reconciliations and validate the monthly accountancy package
  • To physically control the cash checking in the capital and on field-bases at the time of visits.

Cash flow

  • To define and update the conservation and cash flow procedures (Cash Management) in accordance with the local context, to propose alternatives in case of context evolution, to authorize and organize transfers of funds on the field-bases.
  • To validate the banking establishment choice, ensure their solvency and reliability, optimize the conditions, validate and ask for opening/closure account requests and add signatures according to the SIF procedures.

Budgetary and financial Management

  • To elaborate and validate the project budgets and the mission’s annual budget
  • To identify financial risks (exchange rate evolution, inflation…), to bring support for the risk control.
  • To ensure the production and filing of financial report according to the deadline and donors’ formats.

HR Management

  • To manage the payroll of the staff
  • To supervise the management and follow-up of the welfare benefits received on the base and the working times
  • To supervise the staff recruitment according to the mission procedure.
  • To manage the support team: briefing, planning, follow-up, management, performance interview, technical capacity buildings, etc.
  • To evaluate regularly the performances of the team members

Representation (under HoM request)

Reporting

  • To elaborate monthly administration, financial, HR and Logistics reports for the Head of Mission.
  • To elaborate the admin, HR, Financial and Logistics part of the donor’s reports according to the deadline requested.
  • To propose improvements to the internal reports formats

Security

  • To draft and update the security documents in cooperation with the Head of Mission.
  • To ensure that SIF security procedures and guidelines are strictly followed and adhered to

Procurement

  • To elaborate the price catalog for all SIF areas of intervention.
  • To draft the procurement plan of the mission and ensure its implementation
  • To supervise the suppliers’ identification and referencing and to have the detailed quotations for recurrent procurements.

Shipment: To supervise shipments and deliveries of materials

Stock: To ensure a smooth management and follow-up of the mission’s stock.

Car Fleet Management: To manage rental contracts and follow-up of the costs

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.

The employee may be requested to perform other tasks in accordance with it job category, in case of need related to the functioning of the Association or to changes in its policy and it organization, and respecting the pattern of fixed-term contract.

PROFIL REQUIS

  • Minimum 5 years of previous experience in humanitarian work, including previous experiences as Logistics Coordinator or Finance Coordinator
  • Experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.
  • Knowledge of donor requirements
  • Experience of working with or through partners
  • At least 3 years of experience in team management
  • Ability to adapt to the context and the challenges
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management
  • Confident and proficient in the use of MS Office, especially Word and Excel.
  • Good communication skills, with excellent written and spoken English
