For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Background: 

UNICEF (globally, regionally and nationally) fundraises and receives thematic contributions, which are soft-earmarked pooled funds to support the achievement of results outlined in the UNICEF Strategic Plan 2014-2017.

In order to raise thematic contributions, UNICEF Country Offices prepare "Donor Toolkits". The Donor Toolkits are multi-year, multi-donor fundraising packages that include the full range of information required through the fundraising cycle. This includes narrative and financial details about country programmes at the proposal and reporting stages, and supporting materials intended to facilitate fundraising efforts. All these materials are integrated into one package. Each Toolkit covers one Focus Area such as Child Protection and is aligned with the country programme plan and includes all aspects of a particular programme. The supporting materials can also be used for other fund raising efforts.

UNICEF Country Offices that receive thematic funds, both through the Donor Toolkits and through other avenues, are required to produce an annual report on each outcome area for which funds have been received. These reports provide information to UNICEF partners and members of the public, and are an important accountability and resource mobilisation tool. As part of UNICEF's commitment to transparency, these reports are made available at open.unicef.org as well as the UNICEF internet site.

With the start of the new UNICEF Viet Nam Country Programme (2017-2021), the Child Protection Section is required to prepare a Child Protection Donor Toolkit, which aligns with its new 5-year programme of work.

At the same time, having received thematic funding in 2017, the Child Protection Section is required to prepare a Child Protection Thematic Report (2017), which provides detailed information on results achieved, UNICEF contributions, performance issues and experiences gained during 2017.

The production of a high quality Child Protection Donor Toolkit and Thematic Report requires intensive work within a very tight timeframe. Given the shortage of two programme staff heavy workload and the competing priorities in the section for the preparation and kick-off of the Multi-year Work Plan (MYWP) in January and February 2018, the Child Protection Section is seeking a qualified individual international consultant to assist in the preparation, review of programme inputs, proof-reading, editing and updating of a public version of the Child Protection Donor Toolkit (2017-2021) and subsequently the 2017 Child Protection Thematic Report.

Purpose

The consultant shall work closely with the Chief of Child Protection, Child Protection Specialists, Planning, Monitoring and Evaluation and Communication colleagues to provide editorial support for professional and high quality of language, accuracy of information, and valid and compelling narrative to the updated the Viet Nam Child Protection Donor Toolkit & the 2017 Child Protection Thematic Report and thematic proposals. This assignment is to ensure that the information is presented in a reader-friendly way for strengthening partnership with key partners, building on UNICEF brand core attributes for resource mobilization, communication and other purposes.

Work Package 1: Child Protection Donor Toolkit (Estimate 5 days, 15 Jan - 1 Mar 2018)

Qualifications/Specialised Knowledge and Experience: 

  • Based in Viet Nam.
  • Advanced degree in the social sciences (such as sociology, social anthropology, and development studies) or law (human rights law, international law) with a focus on children's rights;
  • At least 5 years of research and other relevant professional experience in child protection/children's rights, including in professional writing and editing, especially for high quality publications;
  • Knowledge and experience working with UNICEF or international children's rights organisations;
  • Experience developing and editing donor/annual reports and funding proposals/strategies related to child protection/children's rights;
  • Strong understanding and familiarity with Viet Nam and current national development priorities, challenges, particularly issues facing rights of children and women;
  • Excellent analytical and conceptual skills; and
  • Fluent English speaker with excellent written and oral skills.

Technical Evaluation (70%)

Advanced degree in the social sciences (such as sociology, social anthropology, and development studies) or law (human rights law, international law) with a focus on children's rights. 10%

At least 4 years of full-time professional experience in project management or programmatic interventions in statistics and/or development areas.  10%

At least 5 years of research and other relevant professional experience in child protection/children's rights, including in professional writing and editing, especially for high quality publications. 10%

Working experience on data for children, children's issues and for UNICEF is asset. 10%

Experience developing and editing donor/annual reports and funding proposals/strategies related to child protection/children's rights. 20%

Fluent English speaker with excellent written and oral skills. 10%
