Context:

As part of the Joint Response Plan (Sept 2017 – Dec 2018) IOM Burundi will facilitate a safe, orderly and dignified voluntary return of displaced returnees in partnership with the humanitarian community taking into account the needs and concerns of local communities. Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Coordinator, the successful candidate will be responsible for timely managing all the onward transportation assistance and related IOM activities.

Core Functions / Responsibilities:

1. Plan, coordinate and implement transportation strategies related to returns operations. 2. Supervise the operations teams, and provide guidance and capacity building as necessary. 3. Develop operations work plans, in coordination with all relevant actors, and maintain them updated as the operations evolve.

4. Prepare/revise operational Standard Operation Procedures (SOPs) and build capacity of staff to implement them. This includes the issue of very brief SOPs that are coordinated with relevant actors and keep into account IOM standards.

Coordinate with the Resource Mobilization Unit (RMU) in the mission to ensure all procurements of services and related payments are implemented smoothly and according to IOM standards and rules. This includes supporting in the preparation of tenders, contract agreements and closely following vendor commitments including bus companies. 6. Represent IOM in relevant coordination forums in-country and develop and maintain working relationship with IOM partners, including government entities, UNHCR and the relevant government authorities to ensure seamless implementation of the operations (providing sub office updates, challenges and solutions).

7. Further develop/identify the set of tools needed during the operation: manifests, reporting formats, tracking system/database, etc.

8. Prepare reports, briefings, background information, narratives and statistical reports as necessary and required.

9. Identify, develop, manage and implement new project opportunities and activities in the province in cooperation with the relevant local authorities and public/private entities in relation to internal and cross border migration.

10. Identify and implement measures to maintain a high level of integrity in the return programs; explore and propose new project development ideas.

11. Mainstream protection indicators and its partner’s capacity to identify and prioritize protection needs, with particular emphasis on Gender Based Violence violations. 12. Ensure incident reports and weekly reports are completed and submitted to the Field Security Officer and suggest ways forward to prevent further incidents.

13. Ensure that the field staff have access to and knowledge of the referral pathway to assists survivors of human right violations, ensuring that the information collected is passed through to the sector leads responsible for the response.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience managing humanitarian projects including movement operations in post-conflict/emergency zones and/or sensitive environments;

• Demonstrated ability to supervise staff and coordinate activities and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; • Sound knowledge of IOM project implementation;

• Familiarity with liaising with governmental authorities and local communities, as well as national and international institutions;

• Experience in one of the organizations of the UN Common System and field experience are a distinct advantage, good knowledge of inter-agency and cluster processes; • Familiarity with the Great Lakes and/or East Africa region is an asset; • Excellent demonstrated analytical skills applied on a wide range of factors, parameters, Page 2 / 4policies and priorities for the assessment and resolution of complex situations, including technical understanding.

Languages

Fluency in English is required. Working knowledge of French is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
