KEY ACCOUNTABILITIES

Provide specialized support to logistics operations and activities, following standard processes and

contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

Supervise the entry and maintenance of Transport Purchase Orders and Service Entry Sheets in WFP’s Information Network and Global System (WINGS).

Supervise the processing of invoices for contractors including clearing and forwarding agents, transporters, superintendence, warehousing agents, and fumigation companies.

Ensure 100% monthly, quarterly and yearly WFP International Public Sector Accounting Standards (IPSAS) financial compliance.

Ensure that payment status for all Logistics contractors is regularly reconciled to establish and recover all advance payments, loss deductions and final payments due.

Create and maintain fund allotments for various LTSH activities, costs, and/or corridors.

Request fund allotments for non-LTSH costs from other WFP units to ensure proper budget codes are

utilized in creating TPOs.

Prepare periodic reports including inputs for Committee on Commodities, Transport and Insurance (CCTI) and LTSH Funds Analysis reports to be submitted to the Regional Bureau and Headquarters.

Reconcile and monitor entries posted in the corporate WINGS system on a monthly basis to ensure that all items are current in terms of aging.

Prepare periodic reports showing status of Logistics commitments posted in WINGS.

Prepare and perform periodic revision of the LTSH budgets under the guidance of the LTSH Logistics

Officer, ensuring adherence to relevant procedures and in compliance with corporate standards.

Prepare cost efficiency analysis reports with the assistance of the LTSH Logistics Officer that will

continuously advise Logistics and Supply Chain managers on the performance of the operation.

Prepare material and deliver trainings of service providers and WFP staff on LTSH and Invoicing

Procedures.

Identify, resolve and/or provide recommendations on specialised queries/requests for support, using

initiative and following standard processes, to nsure timely and accurate resolution of enquiries with

excellent client service mind-set.

Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.

Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed

standards and deadlines for all assistance modalities.

Act as alternate for the Logistics Officer on LTSH related functions.

Perform other duties, as required by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related

functional area.

Experience: Five years of practical experience in a field related to logistics, transport, shipping, supply

chain, finance, or accounting.

Knowledge: Knowledge of logitics processes, supply chain, finance, accounting or related field.

Possession of computer skills including spreadsheet manipulation. Knowledge of SAP or other corporate

financial or ERP systems will be an added advantage

• Ability to analyze data, draw conclusions and recommend a course of action. Demonstrated ability to

develop and maintain effective work relationships with both counterparts and staff. Ability to plan and

organise work; resourcefulness; initiative; maturity of judgment and tact.

• Attention to detail and accuracy is essential. Should be able to maintain accurate/precise records, to

perform detailed work and to handle a large volume of work quickly and accurately under time

constraints, independently and with a minimum of supervision. Should be able to produce well

organised, complete and accurate reports, records and data

Language: Fluency in both oral and written communication in English and Arabic. .
