Position Remarks

This fixed-term appointment is for a duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules, as applicable. The Director-General retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled. STAFF MEMBERS IN THE GENERAL SERVICES CATEGORY ARE RECRUITED AND PAID ON A LOCAL BASIS.

Principal Functions

Under the supervision of the Head, Infrastructure Support Services (ISS), and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, you will be responsible for the maintenance and full operation of all mechanical installations within the OPCW facilities by operating, maintaining and controlling them, and performing emergency repairs (e.g. heating, cooling, plumbing, kitchen equipment, ventilation, elevators, security gates and doors and window cleaning installations). You will also have to organise repairs that cannot be performed in-house and ensure their success, including organising meetings with contractors, contributing to their quotations and submissions and verifying the accuracy of the invoices.
You will support Procurement and the Contract Management Activities of the section, by assisting the Section Head in the drafting of the Scope of Requirements and Bill of Quantities of the maintenance contracts for HVAC, elevators, mechanical doors, window-cleaning apparatus, catering equipment and other mechanical and structural equipment in the OPCW facilities; drafting technical evaluation reports of contractors’ bids received by the Procurement Section; monitoring the performance of contractors during their maintenance and repairs activities and reviewing the various issues related to maintenance contracting and articles and publications.
The Mechanical, Cooling and Ventilation Technician will prepare Direct Purchase Orders (selection of sources, request of quotations from vendors, verification of costs and evaluation of quotations before issuing the DPO) and verify that goods/services are delivered as specified in the contracts and prepares inspection reports and receipts.

In addition, you will be responsible for the operation of the electronic Building Management System (BMS) and updating of the Computer Aided Design (CAD) records. In particular, the Mechanical, Cooling and Ventilation Technician will be in charge of monitoring the performance of the BMS and associated energy efficiency of the system, assisting and solving problems related to the system, instructing ISS staff members how to operate the BMS system and how to make changes to it. You will need to capture changes made by contractors in the CAD As-Build drawings, keep manuals and records for the technical and structural equipment up-to-date and make drawings, studies and prepare optional solutions in support of space allocation activities.

You will act as a back-up for the help desk service, monitoring the ISS database, co-ordinating with Head, ISS on requests requiring his involvement and decision and co-ordinating internal furniture moves. The position also involves the operation of the audio-visual and conference equipment in the various meeting rooms and particularly in the Ieper Room.

The Mechanical, Cooling and Ventilation Technician will be in contact, and have meetings with, representatives of the municipality and other local entities on matters related to land usage, services and construction work in and around the OPCW premises, and will discuss with Head, ISS the potential impacts on the Organisation.

Knowledge and Skills

Education (Qualifications):

Essential: High School and MTS (Electro-mechanical) or equivalent technical training.

Desirable: Training certification in mechanical maintenance, machine repair and/or HVAC installations and maintenance.

Skills and Abilities (key competencies):

· Physical competence (the work will require some hands-on involvement), and the ability to cope with multiple, simultaneous projects and tasks;
· Professionalism - strength in technical problem solving based on expertise and experience, and a strong commitment to efficiently achieve high quality results is required. A thoughtful, persevering, self-disciplined approach to achieving accurate, detailed work is essential;
· Client Orientation - which includes: establishing and maintaining productive partnerships with clients; identifying clients' needs and match them to appropriate solutions; monitoring ongoing developments inside and outside the clients' environment, and anticipate problems were possible;
· Organizational skills - which include: establishing the priorities of daily work and whether services of external contractors are needed for repairs to mechanical and structural parts or the repairs can be executed with in-house resources;
· Leadership - focused on efficient, accurate, quality work output which includes: giving advice and guidance on work procedure and assigning work;
· Ability to work harmoniously in a multi-cultural environment.

Other Skills: Working knowledge of CAD software necessary for updating and recording changes to the building layout, services and accommodation plans.

Experience

Essential: At least 5 years of recent experience in machine/electrical maintenance and operation and progressive levels of responsibility including supervision and planning for a team of subordinates

Desirable: Extensive maintenance experience in elevator and HVAC installations in building complexes.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
