We are looking for a highly qualified candidate who can fit the Area Housing and Infrastructure Manager position in the North offices. 

Who are we? 
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. 
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job 
DRC is seeking to recruit a highly qualified Area Housing and Infrastructure Manager (AHIM) who is enthusiastic to achieve success in a humanitarian organization working in a challenging but interesting environment. The AHIM has the overall responsibility for leading, coordinating and overseeing DRC H&I activities in North Lebanon and will lead the timely and quality implementation of all shelter and infrastructure related works, as well as providing technical support to other sector teams and work closely with other sectors of DRC in Tripoli and Akkar. 
 
Duties and Responsibilities 
Technical management and capacity building 
• Manage the implementation of various housing and infrastructure programs including housing units’ rehabilitation, sites improvements, tailored rehabilitation of elderly and PwSN, shelter kits distribution, fire prevention programs and other innovative shelter modalities. 
• Lead on designing and implementing various types of shelter modalities, develop and provide technical support related to H&I activities. 
• Support shelter initiatives for DRC across Lebanon as needed (occasional support expected in the Bekaa). 
• Assist in drafting layouts, technical drawings and bill of quantity (BoQ) for potential sites to be rehabilitated/assisted; 
• Support in managing contractors for projects on site and liaise with logistics and procurement department; 
• Lead on financial management of H&I activities in North Lebanon and timely reporting to the Area Program Manager on any deviation in project workplan and budget. 
• Oversee and ensure the timely submission of accurate and well written internal and donor reports. 
• Participate in local level coordination forums representing DRC’s interests and activities. 
• In collaboration with the DRC Head of Programme attend the National Shelter Working Group. 
• Supervise and manage the daily operation of H&I team consisting of senior Shelter engineers in Tripoli and Akkar including designing of workplan, regular capacity building and performance appraisal. 
• Line management and capacity building of H&I Senior Officers.

Moreover we also expect the following: 

Required qualifications 
           
• Higher Education as civil or mechanical engineer, architect or other related engineering field of study. 
• At least 3 to 5 years’ experience working in the housing and/or infrastructure sector in non-governmental organizations. 
• At least 3 years of managing a team and the implementation of shelter/housing and infrastructure projects;  
• Proven experience in project cycle management. 
• Ideally you will also have experience working in the WASH sector. 
• Confident representation skills. 
• Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles. 
• Knowledge and experience of project cycle management. 
• Demonstrated competence in the use of Microsoft Office, Excel and AutoCAD.

 

Desirable qualifications

We offer 

DRC will offer the successful applicant a contract until 31 December 2018, renewable dependent on both funding and performance. You must be available to start work from January 2018 and be willing and able to work in the North (Tripoli and Akkar). 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level D+1 equivelent to 2,400$.
