Who are we?

DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. 

About the job

The MENA Regional Livelihoods & Cash Coordinator provides technical support to DRC operations for livelihoods programming and cash based assistance (cash, vouchers, and Cash for Work or other type of cash-based initiatives) in the MENA region, covering so far 8 countries where DRC works – Syria, Lebanon, Jordan, Turkey, Iraq, Libya, Tunisia and Algeria.

The main responsibilities include:

• Operationalization of DRC’s regional livelihoods strategy,
• Development of innovative, strategic partnerships with international, regional and local public and private actors, including industry leaders, entrepreneurs, civil society and the relevant authorities,
• Support to the development and implementation of regional livelihoods grants,
• Strategic and technical support to country operations on livelihoods and cash programming, including capacity building,
• Coordinating and spearheading cross-countries’ learning and building the evidence base for quality programming.

Duties and Responsibilities

Country-specific support

• Strategic support: Assist countries of operations in finalizing and implementing their livelihood strategies and cash approaches, based upon relevant assessments and stakeholder analyses.
• Proposal design: Support countries of operations in developing new project proposals, ensuring that the proposed design is in line with country-level and regional strategies.
• Technical support: Provide technical guidance to country of operations on livelihood and programming, from basic tools to SOPs and guidelines essential to quality programming. Act as referent focal point answering specific technical questions and addressing country-specific challenges.
• Set-up: Upon request, support the set-up of cash transfer programming and livelihood activities at country level, for instance help conduct feasibility and market assessments, recruit and train relevant staff, establish databases and start-up activities.
• Capacity building: Provide training material relating to Livelihood and Cash programmes in line with global interagency and internal DRC materials, assist countries of operations in organizing workshops and training targeting DRC and partners’ staff.
• Quality assurance: Visit the country programmes, measure quality programming and evaluate impact, cost-effectiveness and relevance of specific programmes, provide mission reports including recommendations for improvements and action plan to be followed up by heads of programme. Organize follow up of recommendations with the Heads of programme.

Regional support

• Capacity: Assess DRC country capacities on livelihoods and cash, identify gaps relevant to DRC’s operational contexts and programming,
• Strategy: Advise the region and countries on how livelihoods activities and cash-based interventions fit the DRC regional strategy and its 3 components of Emergency Response, Solutions to Displacement, and Addressing Root Causes. He/she will review and refine regional strategies as necessary.
• Profile and position: Support in defining the DRC MENA Livelihoods and cash profile. Position DRC MENA as a leading relevant and innovative agency on livelihoods and cash programming.
• Harmonisation: Ensure cross-country DRC consistency in Livelihood programming and cash transfer programming (CTP) approach.
• Learning: Lead the regional learning process and capitalisation on livelihoods and cash. Collect, compile and share DRC MENA best practices extracted from quality assurance exercises conducted at country level,
• Representation: Participate in regional-level coordination fora, including meetings relating to regional and/or Whole-of-Syria grants.
• Liaise and coordinate, whenever needed, with DRC Global Specialist on Cash and Livelihoods

Qualifications

To be successful in this role you must have:

• 5 years’ experience minimum (7 preferred) in the design and implementation of livelihoods, market-based and cash programming in the private, public and/or humanitarian sectors, including market and livelihood assessment, livelihood counselling, skills development, income generation activities, value chain development, business grants, business management and any support to SMEs, and cash-based interventions (required)
• Experience working in a regional office (preferred)
• Experience in an advisory role (preferred)
• Excellent analytical skills and strategic thinking
•  Strong communication, representation, coordination, training and writing skills
• Good understanding of the context in the Middle East / North Africa considered an advantage
• Able to travel to countries within the region on short notice
• At least Bachelor degree in economics, marketing, business administration, political science or other relevant field(s)
• Fluency in English is required
• Arabic preferred

We offer

DRC will offer the successful applicant a one- year contract renewable based on funding and performance. You must be available to start work as soon as possible and be willing and able to work in Amman.
