Background

Justice System Programme (JSP) has been supporting the justice sector in Timor-Leste in collaboration with the government, civil society and development partners for more than a decade. Building on the JSP’s concerted efforts to date, JSP Phase IV (2014-2018) aims to consolidate further the rule of law in Timor-Leste by strengthening the institutional capacity and improving access to justice of the vulnerable. The capacity development support focuses on the quality legal education for professionals through the Legal & Judicial Training Centre (LJTC) and reform of the state-owned legal aid system. Continuing the Mobile Justice and the new establishment of legal aid clinics are expected to reinforce access to justice for women and disadvantaged people in rural areas of Timor-Leste.   

Duties and Responsibilities

Under the supervision of the Project Manager, the Monitoring and Evaluation Specialist is expected to perform the following tasks:

  1. Directly assists in the development of the overall M&E framework for the Justice System Programme (JSP), with a focus on achievement of the following results:
  • Develop an M&E strategy in collaboration with national institution counterparts and based on the Justice Sector Strategic Plan;
  • Develop and design the assessment of the Access to Justice Clinics in Baucau and Suai
  • Develop M&E guidelines to ensure quality assurance functions related to JSP programmatic activities;
  • Design a framework for the process of monitoring project activities;
  • Promote results-based approach to M&E, emphasizing results and impact;
  • Prepare calendar of M&E and reporting activities for JSP.
  1. Establishes data collection and analysis systems for JSP, with a focus on achievement of the following results:
  • Advise on developing and implementing the data collection and analysis within JSP, establishing data collection, building analysis systems, procedures, timetables;
  • Liaise with Justice National institutions to determine information needs;
  • Identify sources of data and collection methods for regular data collection from institutions at the national and district level;
  • Coordinate with the institutions to enable collection and organization of information/data relevant to its services;
  • Implement and coordinate M&E activities and identify where adaptations might be needed;
  • Develop methods of analysis;
  • Establish regular and periodic reviews of JSP performance;
  • Establish meetings and consultations with stakeholders and technical working groups;
  • Conduct analysis and organization of data in order to identify trends and provide a basis for decisions on policy making, good governance and accountability.
  1. Monitors, assesses and reports on JSP progress with a focus on achievement of the following results:
  • Cover the needs to monitor and evaluate the practical implementation of JSP in line with the Strategic Plan for the Justice Sector, based on the proposed indicators;
  • Assist to revise ongoing work plans in light of information yielded by the monitoring of performance;
  • Prepare consolidated progress reports for management, with a focus on identification of problems and causes of potential bottlenecks in implementation of activities, including at the district level;
  • Ensure that monitoring results are discussed in the appropriate forum and in a timely fashion in terms of implications for future action;
  • Revise M&E framework where necessary and provide specific recommendations to address problems and improve the implementation of the JSP activities and actions;
  • Report M&E results, suggest and coordinate corrective measures for improvements at all level
  • Resource Mobilization for Mobile Courts and Access to Justice Clinics initiative

Competencies

Work Experience:

  • 5 years of relevant experience at the national or international level in:
    • M&E methods and approaches (quantitative, qualitative and participatory methodology), including experience working with programs related to justice and/or legal processes;
    • Planning, design and implementation of M&E systems and indicators;
    • Training in M&E development and implementation and/or facilitating learning oriented-analysis sessions of M&E data with multiple stakeholders;
    • Data collection, information analysis and report writing;
    • Experience in Timor-Leste is an asset;

Required Skills and Experience

  • Master’s Degree or equivalent in Sociology, Quantitative and Qualitative Statistical Analysis, Development, Business Administration, International Studies or related field.
  • Demonstrated excellent command of spoken and written English. Basic Tetun will be an advantage
