Overview of the role

Reporting to the Head of Group Services in GOAL HQ and working with the Senior Management Team (SMT), the roles’ main function is to take a leading role in defining and implement organisational development (OD) strategies, plans and policies which are aligned with the strategic plan and facilitate the creation of an operationally excellent field environment.

The OD Advisor will be responsible for providing specialist expertise to the Head of Group Services and the SMT in the development of a new Leadership & Management Development Framework reflecting organisational culture, leadership, performance management, and staffing aspects of organisational change and development.

The OD Advisor will work with the HR team, Operations team and other departments at HQ and Country level to identify, develop and deliver projects to achieve continuous improvement incorporating culture change, quality improvement and coaching. This will include the provision of team and individual solutions across the organisation that are aligned to the strategic plan, managing their implementation against agreed time frames, budget and reporting against agreed performance measures.

Key responsibilities

· In partnership with the Head of Group services, take a leading role in developing the GOAL People & OD Strategy and Operational Plan, including short, medium and long term targets.

· In conjunction with the Head of Programmes and Head of Group Services facilitate and actively contribute to the review and, where applicable, update of operational structures at HQ and Country level, to optimise programme delivery, value for money and ensure consistency with delivery of strategic goals. This will include development of RACI or equivalent tools to ensure transparency in accountability to achieve these objectives.

· Lead the development and implementation of the new Leadership & Management Development Framework, delivering key performance targets and key organisational objectives including:

o The implementation of learning and development solutions to support reflective leadership and management practice, objective setting and personal development planning.

o To design and facilitate the delivery of executive coaching & mentoring programme/delivery of high quality action learning to senior management across the organisation.

o To design and facilitate the implementation of staff change management programmes to support cultural & organisational change and performance improvement in line with organisational values; facilitate the development. embedding and application of quality improvement skills in support of performance improvement programmes across the organisation.

o To assist in the development and implementation of a culture of continuous learning and development aligned with the requirements of the Strategic Plan.

o To develop and implement a talent management plan.

· Facilitate the direction setting and provide leadership for the development and implementation of a new Learning & Development Plan. This involves the management of budgets and resources and requires the post holder to develop innovative solutions to service design and delivery.

· Any other duties as requested by the Head of Group Services.

Reporting & Assessment

· To oversee the delivery of high quality and timely management information on all aspects of progress against the OD plan across the organisation and information to report progress against agreed performance measures.

· Developing and embed an approach to the evaluation of organisational development and learning activities and the effectiveness of interventions and update/refresh these as required to optimize their beneficial impact.

Communication

· Work with the Head of Group Services and Head of Programmes to ensure the implications of operational & organisational development activity are fully understood across the organisation and there is an integrated response to delivery across all departments, regional and country level.

· Deliver presentations and facilitate internal group events in Dublin HQ and Country offices

· Report as necessary to sub committees’ of the board and to the board itself as required.

Requirements

· Over 5 years INGO and or consulting experience within strategy, planning, performance/organisational development/effectiveness

· A strong understanding of business strategy, and a proven ability to think strategically at the macro level

· Demonstrable experience in project and change management

· Highly developed organisational awareness and the ability think creatively and strategically to overcome challenges

· A proven ability to communicate effectively and quickly build credibility with senior level stakeholders in a multi-cultural international environment

· Experience in the development of training tools;

· A strong results orientation

· Ability to influence at senior management level
