The national consultant will compile a package of videos in line with UNICEF visibility guidelines to document the best practices and results of the national evaluation capacity building programmes supported by UNICEF. The videos to be used for dissemination of the learning among other countries, including at the Global Parliamentarians Forums for Evaluation in September 2018.

Background

Sri Lanka is one of the countries that expressed commitment to adopt and implement the new development agenda Transforming Our World: The 2030 Agenda for Sustainable Development". Paragraph 74 of this Agenda provides a platform to advocate and promote evaluation and evidence-based policy making at National and sub-national levels. However, a large gap exists in the knowledge in evaluation and SDGs. Also there is a lack of professional evaluators in the government sector.

To bridge this capacity gap UNICEF has taken steps to:

1) to establish an institutional support system under the auspices of the University of Sri Jayewardenepura (including a Centre for Evaluation) that will educate and train young professionals to take up monitoring and evaluation

2) to facilitate national evaluation policy development, engaging parliamentarians and evaluation capacity building, to promote accountability and evidence based policy making, and facilitate achievement of the SDGs in Sri Lanka

As the above two programmes have been implemented in Sri Lanka, UNICEF requires the services of a consultant to develop a package of visibility materials (video documentaries and short stories for the social media) to document the best practices and results of the programmes for the purpose of sharing the learning with other countries, including at the Global Parliamentarian Forum in September 2018. The videos/stories are expected to highlight the best practices and results in achieving the key objectives of the above to programmes.

How can you make a difference?

Activities and Tasks:  

STAGE 1: PREPARATION:

  1. Familiarise him/herself with the two capacity building programmes; study the programme proposals and other doumentation such as progress reports, policy paper etc. Conduct initial meeting with the key NGO partners implementing the programme to get a better background of the work done.
  2. Propose and agree on the:
    1. Overall format/layout of the package of material, specific themes that will be covered and results that would be highlighted in different visibility products.
    2. Prepare a list of questions for the interviews and an interview guide for the discussions in consultation with UNICEF and the NGO partners.
  3. Prepare overall work plan with a clear timeline, map stakeholders to be interviewed and a schedule for the meetings/interviews please consider the following requirements:
    1. Cross-sector of key stakeholders should be selected in consultation with UNICEF for the discussions. For example, these stakeholders should be parlimentarians, key government officials who are coordinators and resipents of the training programmes, university faculty staff, representatives from key civilty socity groups/associations and UNICEF.
    2. Officials from both Colombo (approx 15) and at least from 3 districts should part of the stakeholder groups to be interviewed.  

STAGE 2 : INTERVIEWS AND VIDEOGRAPHY:

  1. Schedule interviews/meetings with the support of the NGO partners, conduct the interviews and video the discussions with stakeholders and gather required facts & information to prepare the communication products.

Ensure consent forms are signed by all stakeholders  - these to be submitted to UNICEF.

STAGE 3: PRODUCE COMMUNICATION PRODUCTS:

5. Produce the draft version of the documentaries

6. Finalise all communication products after incorporating UNICEF comments. Production of 3 four-minute videos focusing on the above aspects, which could also be watched together as one 12-minute video. The videos should present its main subjects academics, politicians, policy makers, and public servants in a refreshingly animated and energized manner, with their evident (and newly-gained) recognition of, and commitment to, the importance of monitoring and evaluation work that is carried out, and the money that is invested, in the name of public service and development.

Deliverables:

STAGE 1: PREPARATION: (05 days)

  1. Detailed work plan including list of stakeholder to be interviewed.

2. Templates/structure & themes for visibility products; the interview questions to be agreed

STAGE 2: INTERVIEWS AND VIDEOGRAPHY : (20 days - Colombo & 10 days 3 districts)

Conduct the interviews and record the videos in Colombo and in the districts

STAGE 3: FINALISE COMMUNICATION PRODUCTS: (10 days - final drafting & 5 days finalizing)

  1. Draft script & receive feedback
  2. Prepare the draft video
  3. Finalize the video
  4. Prepare short stories for the social media

Duration: 03 months (01 January 2018 to 31 March 2018)

To qualify as a champion for every child you will have…

  • Education: relevant education in journalism, communication or a field related to international affairs;
  • Specialist skills/Training: Excellent writing, communication & videography skills.
  • Years of experience: Minimum 5 years of experience in journalism & video production; previous proven experience of working with UNICEF/UN is an asset.
  • Competencies: 
    1. Demonstrated knowledge in development issues.
    2. Videography skills.
    3. Be experienced in interviewing people, writing their stories and working with a team of multi-cultural people.
    1. Be a self-starter with lots of initiative, with excellent interpersonal communication and good analytical skills
  • Languages required:
    1. Excellent writing skills (in English language), including proven abilities to research, write, and edit high quality information materials.  (Experience in producing UNICEF materials would be considered an asset).

Conditions:

  • The consultant/individual contractor is required to certify that they are covered by medical/health insurance
  • The consultant/individual contractor serves in their individual capacity and not as representatives of a government or of any other authority including UNICEF
  • Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local laws
  • UNICEF does not provide or arrange life or health insurance coverage for consultants and individual contractors
  • Travel to project sites will be arranged by UNICEF
