Iraq Program

ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for large numbers of persons missing as a result of armed conflict and violations of human rights.


Position Background

The Outreach Campaign and Communications Trainer will be responsible for the design and implementation of training programs for Iraqi authorities in methodologies applicable to collecting missing persons data from families of the missing using ICMP's advanced data systems technologies, including ICMP's Identification Data Management System (iDMS). The person will play a fundamental role in developing national capacities to disseminate information, secure trust, and generate engagement from survivors to share data, in accordance with ICMP’s data protection policies. The objective of the Outreach Campaign is to expedite the process of locating missing persons. The ideal candidate will be an experienced, creative and dynamic communicator who can develop and apply tools to reach out to targeted groups in difficult contexts, to train others to do the same and to contribute to the generation of institutional capacities to undertake sustained efforts in the field of communications.

 

Reporting to the Civil Society Initiatives Coordinator and in close cooperation with the Data Coordinator, the main duties of the Outreach Campaign and Communications Trainer are the following:

  • Assess institutional and civil society capacities, strengths and needs in the field of communications;
  • Contribute to the development and execution of strategies and outreach activities that support campaigns of data collection and mobilization of families of the missing;
  • Work with authorities to develop an institutional outreach strategy, including through the assessment of communications platforms in Iraq (traditional media, social media, etc.) to determine relevant spheres of influence for campaigns related to missing persons;
  • Assist in the design of training materials and give training courses that will build the capacity of Iraqi authorities to conduct outreach campaigns related to the issue of the missing;
  • Contribute to the implementation of outreach activities to support data collection from families of the missing; and
  • Undertake related duties as assigned.

Qualifications/Requirements:

  • University degree in communications, public relations, journalism, community outreach, management, political science, international relations, sociology or other relevant field;
  • Minimum 5 years professional related experience in outreach, communications, public information and/or campaigning;
  • Experience in developing content and processes to use social media, multimedia, apps and web publishing tools;

Additional requirements:

  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Physically and mentally robust with the ability to operate effectively in hostile environments;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness to travel and to work flexible hours including weekends and evenings, when necessary; and
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner.
