This is a 11.5 months individual national consultancy under Education Section of UNICEF Nepal Country Office to provide technical support for information management and data analysis for education recovery programme

Purpose of the Assignment

The goal of this assignment is to support the USAID funded Recovery Project Phase-II with technical capacity in information management to the Education Officer for Recovery (M&E) in order to ensure effective data management and reporting of the recovery project based on the finalized MEL Plan. The objective is to strengthen data analysis and information management (IM) within the Education section’s recovery project and promote sharing and dissemination of information and data regarding reconstruction efforts among relevant partners. This involves support to maintenance of the established system for tracking data related to recovery and further development of IM systems and tools for this project, as a donor requirement within the project.

Objectives and Activities:

1. Support the Education recovery unit in strengthening the information management, data analysis and geo spatial analysis requirements related to reconstruction in education.
2. Support the collection, analysis, and sharing of various construction and programme monitoring systems (such as Kobo Toolbox) for recovery project.
3. Maintain, develop and sustain mechanisms to systematically share knowledge, information and good practices across stakeholders at all levels. Tasks include regular information sharing and communication in the education recovery project
4. Provide IM services to education section for key decision making in relation to recovery work. These services will include data consolidation, maintaining monitoring systems and map production. This may require building additional and appropriate capacity through the training of various stakeholder in the project.
5. Maintain develop and sustain a mechanism to systematically share knowledge, information management and good practices across stakeholders at all levels, and support UNICEF engineers and site officers, the Quality Assurance Company, and partners on troubleshooting in various monitoring systems built for the recovery project.
6. Liaise with sectoral partners and IM Focal Points in other recovery sectors, particularly fir reporting UNICEF’s achievement and progress to the Ministry of Education Center Line Project Implementation Unit (CLPIU). Share information as appropriate and identify and gather information from other recovery sectors which can inform sector response and preparedness decisions.
7. End of assignment report that encompasses key achievements, challenges and recommendations for future and ensuring that key lessons learned are captured in planning and policy documents for recovery.
8. Provide support to the Education Officer for Recovery (M&E) for information management training of partners and other stakeholder on the overall Monitoring, Evaluation, and Learning Plan developed and agreed with the Donor and UNICEF M&E standard.
9. Any other tasks that may be required (within reason) to achieve the objective of this assignment

Specific Tasks

Minimum Qualifications Required

1. Education: Education qualifications and clear fields of studies required to carry out tasks in this assignment)

   • University degree in the social sciences (international development, international relations, education, or related technical field), business administration or management (information management, information technology or related technical field).

2. Work Experience: Number of years of experience in specific field(s) of work

   • At least five years of progressively responsible professional work experience at the national and/or international levels in information management, humanitarian aid/ international development program management, monitoring and evaluation, or related field.
   • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
   • Familiarity and experience working with UN agencies 
   • Familiarity and good experience working with Government sector ministry, UN agencies and wider sector stakeholders will be given an extra priority.

3. Special skills: List any special skills and /or knowledge required 

   • Strong technical knowledge of excel, database design using normalization techniques, and mapping software knowledge such as QGIS.
   • Knowledge about the humanitarian and development communities, including the IASC cluster approach, NGOs, the UN system, governments, and donors.
   • Experience of humanitarian needs assessments, surveys, and monitoring and evaluation processes.
   • Knowledge of the Inter-Agency Network for Education in Emergencies (INEE) Minimum Standards for Education: Preparedness, Response and Recovery.
   • Strong IT skills, including website content management, Kobo, MS Office applications.
   • Demonstrated training/capacity building experience. 
   • Experience of developing and using databases and content management systems
   • Knowledge of core programming languages such as Java, Python and VBA programming experience considered and advantage
   • Prior use of Geographic Information Management Systems considered an advantage.
   • Understands key technical issues of coordination well enough to be able to: engage with organizations involved in recovery
   • Direct experience of education in emergencies considered an advantage.
   • Knowledge and familiarity with the INEE Minimum Standards (English/Nepali) considered an advantage
