Created in 1979, Action Against Hunger is a non-governmental organisation that aims to provide solutions to hunger. Our mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action Against Hunger focuses on nutrition, health and healthcare practices; food security and livelihoods; water, sanitation and hygiene and advocacy.

About the role

Action Against Hunger Canada is looking for a highly motivated and committed Project Officer to support the implementation of the Action Against Hunger International Network’s gender strategy. The ideal candidate will have a strong commitment to Gender Equality, strong organizational, planning and coordination skills and project cycle management experience. This position will act as a key support to the Gender Advisor for a wide range of gender initiatives across a dynamic network. We are looking for someone who is passionate about gender and development and who has the willingness to further develop and apply technical gender skills. The ideal candidate will have:

  • An understanding of gender in emergency and development contexts

  • A strong interest and/or previous experience in conducting gender analysis, gender audits and gender mainstreaming.

  • Previous experience designing and delivering trainings and workshops.

  • A excellent set of organizational, planning and coordination skills

Over the next two years Action Against hunger aims improve our organizational gender capacity in order to have a positive impact on the quality of our interventions; to mainstream gender in our programs, research and across all new initiatives; to be an influential voice on gender equality; to promote our programmatic evidence and impact through our advocacy and communications and to extend our gender capacity and seek reciprocal partnerships with gender stakeholders. The Project Officer will support the Gender Advisor in the implementation of these strategic aims.

The Project Officer will be responsible for supporting these core areas of work:

  1. Gender Minimum Standards (GMS)
  2. Action Against Hunger International Gender Taskforce
  3. Business Development
  4. Gender technical and advocacy initiatives
  5. Gender Capacity Building
  6. Monitoring, Evaluation and Learning

Specific Tasks and Responsibilities:

Under the direct supervision of the Gender Advisor, the responsibilities of the Project Officer will be:

Gender Minimum Standards (GMS)

  • Provide technical support to field teams for GMS implementation and auditing.

  • Conduct periodic remote meetings with missions to support the achievement of qualification

  • Define and coordinate the production of GMS communication tools (simplified e-learning, webinars and/or video)

  • Conduct remote and in countryqualification exercises

Action Against Hunger International Gender Taskforce

  • Monitor and coordinate the Gender Taskforce, this will include but is not limited to::

o Supporting the organization of the annual Gender Champion workshop

o Co-facilitate gender champions and gender focal points meetings

o Proactively explore different ways to motivate and coordinate the Gender Taskforce

  • Actively promote existing gender tools, resources and training packages within the Action Against Hunger International network

  • Support in the identification and recruitment of consultants and/orother positions as needed

Business Development

  • Conduct research on funding opportunities for gender and development/humanitarian programs.

  • Conduct analysis on donor gender policy and funding trends.

  • Contribute to the preparation of new project proposals and budgets.

  • Follow-up of project budgets ensuring the correct allocation of expenditures and planning of expenses.

  • Consolidate project reporting and the sharing of information with project stakeholders and management team

Gender technical and advocacy initiatives

  • Conduct research on and networking with relevant gender stakeholders and/or potential partners in Canada and internationally.

  • Establish and maintain a network with Canadian based gender advocacy groups and leaders in the sector.

  • Provide technical support to field teams for gender analysis exercises.

Gender Capacity Building

  • Coordinate gender capacity building learning needs analysis across the organization.

  • Ensure the planning, logistics and administration for trainings, workshops and other learning or advocacy events.

  • Support the development of training curricula and relevant learning materials/resources.

  • Facilitation of gender focused training (web based, face to face).

Monitoring, Evaluation and Learning

  • Compile and analyze monitoring data for the international gender project.

  • Contribute to the development of evaluation terms of reference, the sourcing and contracting of consultants.

  • Maintain updated the Gender Agenda section of the No Hunger Forum (intranet).

  • Lead a study on the best gender practices from the network

  • Ensure the updating of the monitoring system on the intranet

General

  • Coordinate and supervise the work of gender interns in the Toronto office – including establishing objectives, providing feedback and ensuring targets are met.

  • Act as the Action Against Hunger Canada Gender Champion and Focal Point for the network.

  • Attend planning sessions, team meetings and annual performance reviews as required.

  • Pro-active exchange and collaboration with Action Against Hunger Canada team members and the International Network.

  • Ensure an on-going process of personal professional development and learning.

  • Other duties as assigned.

  • Update funding data base for specific opportunities

Specific Work Conditions

  • The position is based in Toronto, Canada

  • Staff work a five-day, 35-hour work week.

Travel Requirements

  • This position will provide support to all regions in which Action Against Hunger works. This position may require intermittent travel to Africa, the Middle East and Central and South Asia, Latin America, as well as the USA and Europe. Trips are usually expected to be short term in duration (1-2 weeks).

Minimum Qualifications

  • Master Degree in relevant discipline in a field related to social sciences, development, or gender studies and/or equivalent experience gained.

  • Minimum of 2 years work experience, preferably with an international organization in a coordination or similar position.

Essential Knowledge, Skills and Attitudes

  • Demonstrated commitment to Gender Equality.

  • Demonstrated understanding of the complexity of gender issues in emergency and development contexts.

  • Experience of working in an international humanitarian emergency contexts.

  • Solid understanding and commitment to humanitarian principles.

  • Demonstrated understanding of project cycle management, working with budgets.

  • Ability to apply Results Based Management.

  • Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy and tact.

  • Ability to work independently and under tight deadlines, and to multi-task.

  • Positive attitude, proactive and creative character

  • High level of self-awareness and strong interpersonal/communication skills

  • Excellent knowledge of MS Office Applications.

  • Working knowledge of the French language

Desirable Skills

  • Fluency/working knowledge of the Spanish language.

  • Donor compliance knowledge

  • Previous experience working within a gender program will be a significant asset for this role.
