INTERNATIONAL CONSULTANT for Preparation of HFC-23 conversion project in China

Background

The United Nations Development Programme (UNDP) is one of the 4 (four) Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.

Under this treaty, the Article 5 countries committed to phase-out its ODS consumption.  Furthermore, the Kigali Amendment was adopted by the 28th Meeting of Parties to the Montreal Protocol on 15 October 2016 in Kigali, Rwanda. Under the amendment, countries committed to cut the production and consumption of HFCs by more than 80 percent over the next 30 years. This phase down schedule will avoid more than 80 billion metric tons of carbon dioxide equivalent emissions by 2050 —avoiding up to 0.5°Celsius warming by the end of the century.

Under the Kigali Amendment the Parties to the Montreal Protocol shall report HFC-23 emissions and ensure that HFC-23 emissions generated from production facilities producing HCFCs or HFCs are destroyed to the extent possible using technology approved by the Parties. Through decision XXVIII/2, the Parties requested the Executive Committee to develop guidelines for financing the phase-down of HFC consumption and production. With regard to the production sector, the costs of reducing emissions of HFC-23, a by-product from the production process of HCFC-22, by reducing its emission rate in the process, destroying it from the off-gas, or by collecting and converting it to other environmentally safe chemicals, should be funded by the Multilateral Fund (MLF) to meet the obligations of Article 5 Parties

Objective: MPU/Chemicals is looking for an International Consultant to lead and support the process of preparing the full proposal for the demonstration project to convert HFC-23 by-product to valuable organic halides by reaction with hydrogen and carbon dioxide for Liaocheng Fuer New Material Technology Ltd. The full proposal with sufficient details has to be submitted to MLF on 26 March 2018.

Duration

The Contract will enter into effect upon signature by both parties and is expected to run through 30 July 2018 with an estimated maximum of 30 working days.

Duty Station

Home based, with one 5-day mission to USA and one 5-day mission to Beijing and Liaocheng Fuer New Material Technology Ltd. located in Shandong province of China.

Fees

The consultant will quote his/her fee based on the deliverables identified above. The work is estimated to require 30 working days. Please note that the quote should also include expenses for the required travel indicated below.

Travel:

The consultant will be expected to undertake the following missions:

• Mission to Beijing and to Liaocheng Fuer New Material Technology Ltd. located in Shandong province of China. It is expected that it will require 5 working days in China and the timeline will depend on the consultations and agreements with relevant stakeholders.
• Mission to New York, USA. It is expected that this will require 5 working days in New York and that the mission will need to take place in March 2017 prior to the deadline of submission of the proposal to MLF Secretariat.

The timeline of missions may be adjusted to reflect the pace of the proposal development and schedules of relevant stakeholders.

Payment:

Payment will be made upon certification of satisfactory completion of the deliverables identified below and in the manner described below.

• Deliverable 1 – 20% of the.
• Deliverables 2-4 – 50% of the total fee.
• Deliverable 5 – the remaining 30% of the total fee

Duties and Responsibilities

The International Consultant will work the supervision of and report to the Director of MPU/Chemicals in New York. S/he will be expected to closely coordinate the work and liaise with relevant staff at UNDP Montreal Protocol / Chemicals Unit, at Country Office in China, at Foreign Economic Cooperation Office (FECO) of the Ministry of Environmental Protection of China, and representatives of business entities which will be involved in the implementation of the full project

The International Consultant is expected to undertake the following activities

• Gain an in-depth understanding of the Midwest Refrigerants Conversion Technology and develop a draft framework for the full demonstration proposal;
• Support the negotiations between Luxi Chemical Group Co., Ltd. (“Luxi”), Liaocheng Fuer New Material Technology Ltd., Midwest Refrigerants in order to reach an agreement on modalities of technology transfer under the project;
• In consultation with the Luxi Chemical Group Co., Ltd. (“Luxi”), Liaocheng Fuer New Material Technology Ltd., Midwest Refrigerants, and relevant UNDP personnel develop a detailed schedule and budgeting of the full proposal in conformity with MLF requirements;
• Develop a final proposal to be submitted to MLF in conformity with the relevant guidance and including, but not limited to, relevant information about the technology, enterprise, incremental capital and operational costs, baseline analysis, cost-effectiveness calculations, implementation timeline, monitoring, impact, etc.;
• Facilitate the discussions and responses to additional questions from the MLF on the full proposal; and
• Undertake other activities required to facilitate the submission of the proposal and its approval.

Required Skills and Experience

Education

• University degree in engineering or a related field;
• Masters or advanced degree in environmental discipline desirable.

General Experience:

• Working experience of at least 10 years with activities in the environmental area and at the international level;
• Detailed knowledge of Montreal Protocol related issues, particularly in relation to production sectors, is required;
• Experience in preparation and review of investment projects under the Montreal Protocol and Multilateral Fund.

Language

• Proficiency in Chinese and English and ability to write proposals, reports, and carry out meetings in both languages.

Evaluation Method: Individual consultants will be evaluated based on Combined Scoring method [Technical (70%); Financial (30%)] taking into consideration the combination of the applicants’ qualifications and financial proposal.
