Regional Consultant (Eastern Europe and Central Asia) Remote

The Green Climate Fund (the “GCF”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

GCF is governed by a Board, composed of an equal number of members from developed and developing countries. GCF is operated by an independent Secretariat headed by an Executive Director. GCFwill pursue a country-driven approach in its operations.

The GCF promotes and strengthens engagement at the country level. In coordination with the country’s National Designated Authority (NDA) or focal point for the GCF, it seeks to ensure effective involvement of relevant institutions and stakeholders, including accredited entities that can operate in the country, other public and private sector, and civil society stakeholders, as well as other development partners in the country. The GCF’s Readiness and Preparatory Support Programme plays an important role in strengthening the country’s engagement with the Fund. Readiness support is delivered under the leadership of the Country Programming Division in the GCF Secretariat in partner hsip with the NDAs or focal points, and/or the readiness deliverypartners that they choose to work with.

The Regional Consultant for Eastern Europe and Central Asia will be home based for up to one year and be available on a on call basis. This is a unique opportunity to be part of a t-p in international climate finance that offers stimulating challenges.

Role

The Consultant will provide professional advice and support to the Country Programming Division in managing the GCF’s relationship with those developing countries in Eastern Europe and Central Asia assigned to the Consultant, including readiness support to these countries and entities nominated by them. Dutiesand responsibilities

The Regional Consultant for Eastern Europe and Central Asiawill report to the Country Dialogue Specialist for Eastern Europe and Central Asia and will undertake all tasks under his/her leadership and guidance. Some additional countries may be included over time, depending on emerging needsa ,nd work-load. The Regional Consultant may also be assigned tasks by the Director of Country Programming and Manager of Country Operations Dialogues from time to time. The Consultant w ill be responsiblefor but not limited tothe following tasks:

• Provide advice and guidance to NDAs and focal points, direct access entities and direct access readiness deliverypartners, on the GCF’s policies, procedures and templates as it relates to preparing and submitting proposalsto access resources from the programmes and facilities of the G;CF • Provide advice and support to NDAs and focal points, direct access entities, and delivery partnersin the development of readiness proposals, country wo-rpkrogrammes,entities work-programmes,concept notes,

and proposals;

• Undertake missions to the relevant countries as and when required to meet the requests of the countri,es

sometimes as part or larger GCF mission;s

• Facilitate communication with the countries and direct access entities on other corporate and institutional

matters, and keep the Country Dialogue Specialist informe;d

• Contribute towards knowledge management on countries and direct access entitfio esthe relevant regions;

• Take part in reginal events as and when required;

• Contribute to the development of briefing notes, background papers, and other materials as requested by

the Country Dialogue Specialist to inform broader corporate processes and requireme.nts

Requiredexperienceandqualifications

• Master’s degree in fields related to climate chang,esustainable development, publicpolicy or other redat

areas;

• At least 10years of relevantprofessional experiencein areas related to the scope of the consultancy

• Substantive and proven experiencein climate change -related fields, particularly climate finance;

• Strong networks with government, civil society and private sector actors involved in climate change

responses in Central Asia and Eastern Europe;

• Excellent understanding of the regioal and countries’ economic, political, social con;ts

• Proven skills in developing partnerships with, and providing advisory support to high level government

representatives and policy maker;s

• Excellentknowledge of the way multi-lateral, bilateral agencies operate Exceptional interpersonal skills,

multicultural abilities, rigor, sound judgment, availability and a positive and proactive work attitude;

• Self-starter and excellent team player who will work as part of a tightly connected team to deliver this

program of work;

• Excellent command of oral and written EnglishA.n ability to communicate in Russian would be a strnsgset;

• Robust data management skillsa ;nd

• Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint,

Outlook, Access.
