IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. Context:

The GBV (Gender Based Violence) Capacity Building Officer will work under the direct supervision of the GBV Senior Specialist and the overall supervision of the WASH Programme Coordinator. The incumbent will lead the technical design and conduct capacity building to mainstream GBV in WASH infrastructure and hygiene promotion activities, and support GBV-specific primary prevention programming.

The GBV Capacity Building National Officer will collaborate closely with the WASH infrastructure and hygiene promotion teams to build the capacity of staff and partners on GBV mainstreaming, and design and build the required competencies for mainstreaming and prevention activities

among GBV staff. In particular, the incumbent will undertake the tasks outlined below: Core Functions / Responsibilities:

• Design assessments and KAPs surveys to identify relevant issues for GBV mainstreaming and primary prevention, including gender dynamics, norms and behaviors perpetuating GBV, and motivators, barriers and opportunities for change;

• Design and roll-out a capacity building strategy, materials and tools to mainstream GBV in

WASH infrastructure and hygiene promotion activities. This will include, but not limited to: • Training for WASH infrastructure and hygiene promotion teams (management, technical and field level) in conceptual and practical aspects of GBV mainstreaming; • Support WASH teams to strengthen participatory approach to engaging girls, boys, Page 1 / 4women and men of different ages and social groups, including persons with disabilities in the design, location and risk mitigation strategies for water and sanitation facilities; • Adapt and train on use of the GBV safety audit for water and sanitation facilities and NFI distributions;

• Strengthen the participation of women and adolescent girls in in water user and other water and sanitation activities, and reducing possible negative effects of their participation; • Design key messages on GBV risk-reduction and train Hygiene Promotion team; • Design and roll-out training to promote confidence and leadership of women and girls in WASH activities;

• Support the development and testing of the GBV Behavior Change strategy, toolkit and relevant IEC materials for primary prevention activities;

• Identify and build the capacity of local partners working on GBV prevention and women and adolescent girl’s empowerment activities;

• Provide technical mentoring and daily management of the GBV Capacity Building National Officer and capacity building for the Community Mobiliser/ GBV Focal Points; • Support the M&E Officer with monitoring of do no harm risks and performance; • Provide regular reporting on activities conducted;

• Ensure the implementation of all approaches are conflict sensitive, include considerations for GBV survivors of different ages and genders, people with disabilities and other marginalized groups, and take concrete action to identify and mitigate any possible negative effects; • Provide representation at the local level GBV sub-cluster when requested; • To perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master degree preferred in Human rights, Public Health with behavior change focus, Social Work or Humanities/Social Science with 2 years of relevant professional experience; or • University Degree in above fields with 4 years of relevant professional experience. Experience

• At least 3 years professional experience working on GBV programs with a focus on primary prevention and women and girl’s empowerment approaches;

• Excellent pedagogical approach with demonstrated ability to design and deliver effective training and mentoring;

• Good people management skills: the ability to effectively supervise staff; • Strong interpersonal and communication skills;

• Good report writing skills;

Page 2 / 4• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;

• Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;

• Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software;

• Previous experience in equivalent role in South Sudan and mainstreaming GBV in WASH programming is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic language is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are
